The Nigerian Civil Aviation Authority (NCAA) has formally issued an Air Operator Certificate (AOC) to Blue Dolphin Aviation Limited, authorising the company to commence non-scheduled flight operations in Nigeria.

The presentation of the certificate took place on Thursday, December 4, 2025, at the Authority’s Corporate Headquarters in Abuja. The AOC was handed over by the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, who described the certification as a significant milestone for the emerging aviation operator.

Capt. Najomo noted that Blue Dolphin Aviation Limited successfully met all mandatory technical, operational and safety requirements prescribed by the NCAA after undergoing a rigorous certification process. He commended the management and technical team of the company for their diligence and commitment to meeting regulatory standards.

While congratulating the airline, the DGCA emphasised that the issuance of the AOC marks the beginning of greater responsibility, stressing the need for the operator to consistently adhere to approved safety procedures, operational guidelines and maintenance standards in order to retain the certification.

He further reaffirmed the NCAA’s commitment to ensuring the highest levels of safety in Nigeria’s aviation sector, stating that the Authority would intensify surveillance and continuous monitoring of all certified operators. According to him, this approach is aimed at ensuring full compliance with aviation safety regulations, protecting passengers and maintaining public confidence in the industry.

The granting of the AOC to Blue Dolphin Aviation Limited is expected to strengthen non-scheduled flight services in the country and contribute to the overall growth and competitiveness of Nigeria’s aviation industry.
