Nigeria’s President Muhammadu Buhari GCFR, has approved with immediate effect, the appointment of Engineer Tukur Mohammed Lawal Funtua, as the new Managing Director of Nigeria Communications Satellite (NIGCOMSAT), following the retirement of the erstwhile Managing Director, Dr Abimbola Alale.

Engineer Tukur Mohammed Lawal Funtua, born on 24th November 1966 is an indigene of Funtua Local Government Area of Katsina State, Northwest Nigeria. He holds a Bachelor’s Degree in Chemical Engineering, PGDM, MBA, a Professional Diploma in Education and a PhD in Environmental and Sustainable Development Management in view, at the University of Port Harcourt. He was before his appointment, Director, health community affairs, safety and environment with BUA Cement Plc, served in various capacities including Health and Safety Manager, Country HSE Manager and Regional Manager for Communications, Public Affairs and Sustainable Development at Lafarge Africa Plc and Group Head, Environment and Community Affairs at Dangote Cement Plc among others.

Engineer Tukur, who has thirty years professional experience in manufacturing, process engineering, health, production, safety and environmental management, communications and various other fields, is a Chartered Environmentalist at the Society for Environmental Toxicology and Pollution Mitigation, a Fellow of the Nigerian Society of Chemical Engineers, and the Professional Leadership Practitioners Institute. He is a Registered Engineer with the Council for the Regulation of Engineering in Nigeria (COREN), a member of numerous professional bodies and institutes. Engineer Tukur is an author and is married with children.

Recall that the Nigeria Communications Satellite (NIGCOMSAT) falls under the purview of the Honourable Minister of Communications and Digital Economy.

Effective software quality assurance in the Nigerian Digital Economy will greatly impact the digital economy’s accelerated growth, says Professor Isa Ali Ibrahim (Pantami), Nigeria’s Minister of Communications and Digital Economy.

 

He remarked in the lead address at the first-ever Software Testing Conference in Nigeria with the theme “Impact of Software Quality Assurance in the Nigerian Digital Economy”, organized by Nigeria Software Testing Qualification Board (NGSTQB) on Wednesday, November 23, 2022, at Oriental Hotel, Victoria Island, Lagos, Lagos State. 

 

Pantami acknowledged that the importance of software in global development cannot be overemphasized hence software powers the hardware, and most of the innovations in all sectors and spheres of life. 

 

“If you look at the world’s advancement in the internet economy, transportation, financial services, power, cyber security and many life endeavours; software is the secret to that success. I can categorically say that the world would not have achieved much if there was no invention of software.  

 

“The article by Jeff Lawson in the Harvard Business Review argued that in the digital economy, your software is your competitive advantage. 

“He said ‘many companies respond to digital competition by embracing methodologies like agile, building ‘innovation centres,’ acquiring startups, or outsourcing app development to consulting firms. But the true disruptors know that in the digital economy, whoever builds the best software wins. Companies that want to compete need to empower their developers and adopt a ‘software mindset’”.

 

“This same argument applies to any country that wants to succeed in the digital economy era. We have seen the implication of this during the Covid-19 pandemic. The technology (especially ICT) industry which is powered by software benefited the most. The industry’s growth skyrocketed”. 

 

The Minister who spoke through Dr Engr. (Mrs) Falilat Jimoh, Digital Architect Manager, NITDA, said, however, one of the greatest challenges the software industry is facing today is issues of quality. 

 

He referred to a report by Synopsys Inc in the US which finds that many organisations allow software quality to lag behind other objectives, but that lack of attention comes at a steep price. 

 

“In 2020, the cost of poor software quality in the US was approximately $2.08 trillion. That is why software quality assurance and testing is a big industry today. According to a comprehensive research report by Market Research Future (MRFR), ‘Software Quality Assurance Market information by Solution, by Deployment, by Organization Size and Region has been forecast to reach USD 14.01 billion market size by 2027’”.

 

“There is, therefore, a need to take full advantage of the opportunities the software industry is going to play in the digital economy growth while ensuring the challenges that could hinder software quality do not thwart the progress we have collectively in the digital economy sector”. 

 

Pantami, therefore, said that the theme of the first edition of the Software Testing Conference: ‘Impact of Software Quality Assurance in the Nigerian Digital Economy’ is apt as effective software quality assurance in the Nigerian Digital Economy will greatly impact the digital economy’s accelerated growth. 

 

“Web portals and apps are now part of our daily routine. This conference provides the platform to discuss and share our ideas on the use and need for Software Quality Assurance and its effect on the Nigerian Digital Economy.  

 

“In the last two decades, there has been an upsurge in the use of Digital technologies all over the world. Nigerians are not left out in the uses of digital technologies in services provision, trade, socializing and communication with one another. Consequently, Nigeria has seen tremendous growth in digital services, ranging from eCommerce to Fintech Services. Therefore, the potential of the digital economy to create economic growth, employment and innovation cannot be underestimated. 

 

“Bearing in mind the importance of a digital economy, His Excellency, President Muhammadu Buhari, GCFR, approved our request to redesignate the Federal Ministry of Communications as the Federal Ministry of Communications and Digital Economy on the 17th of October, 2019. The change was officially endorsed at the Federal Executive Council on the 23rd of October, 2019 and the process of implementing a digital economy for the country began on the 24th of October, 2019, which was approved as the Digital Nigeria Day. 

 

“The redesignated Ministry also had an added mandate of developing the digital economy in line with the focus of the Federal Government and the first step was the development of a Policy and Strategy to drive the development of the Digital Economy.

 

“Specifically, the ICT sector provided 3 unprecedented contributions to the Gross Domestic Product (GDP) of the country in the last 3 years, namely 14.07% in Q1 2020, 17.92% in Q2 2021and 18.44% in Q2 2022. At each time, that has been the highest-ever contribution of the ICT sector to the GDP. This is unprecedented in our history. 

 

“We have shown that the digital economy can greatly support the traditional economy.  

 

“The contribution of the digital economy to the gross domestic product (GDP) of Nigeria and its role in making the economy resilient to adverse events like the COVID-19 pandemic are 2 good examples of the impact of the digital economy on the traditional economy.

 

“Software quality assurance has a great role to play in accelerating the achievement of the objectives of Nigeria’s Digital Economy Policy and Strategy (NDEPS) pillars. The pillars are Developmental Regulation; Digital Literacy and Skills; Solid Infrastructure; Service Infrastructure; Digital Services Development and Promotion; Soft Infrastructure; Digital Society and Emerging Technologies; and Indigenous Content Promotion and Adoption.

Everyone in the software business knows the landscape is constantly changing, and testing helps to manage the risks associated with the development and adoption of software. 

 

“Considering the potential growth of software, the economic and risk-reducing benefits of software quality assurance; there is a need to develop the necessary capacity in software testing and quality assurance to tap this aspect of the software industry.

In conclusion, it is worth noting that Software Quality Assurance will boost the quality of digital products and services in Nigeria and, in turn, positively impact the Digital Economy.

The ‘as-a-service’ model, whereby businesses can subscribe to a service or offering without the need to pay upfront, has revolutionised B2B operations forever. It was initially introduced, with Software-as-a-Service (SaaS), a pioneering business model for accessing software through the cloud. SaaS helped businesses offer a standard, distributed solution at a lower cost of entry. This new model also meant that customers no longer needed to worry about large installation and ongoing maintenance costs.

Two decades on from its mass introduction, and the SaaS model no longer exists solely within computing, but now touches every industry. While software industries have been spearheading the as a service model for decades, other industries such as print, are in the earlier stages of applying such models to their own business offerings. The market is moving at pace, and it was the cloud that fully accelerated its widespread popularisation.

More recent adaptations of the ‘as-a-service’ concept include Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS),and more, that utilise the cloud-based model and offer businesses increased flexibility to scale up or down based on need As the service is hosted in a shared environment, the service itself and updates can be rolled out instantaneously, and allows customers to outsource key business functions, revolutionising industry operations.

The XaaS model

As early as 2018, it was predicted that the global XaaS market will surpass $340 billion by 2024[1]. The pandemic has only served to accelerate this trend as organisations have sought to adapt their business models to thrive in the new normal. In fact, 60% of adopters believe they are gaining a competitive edge through their use of XaaS[2].​ Optimised running costs, freed up resources, faster implementation and providing customers with access to the most up-to-date technology are all benefits too great to ignore.

The rise of the ‘on-demand’ economy has created a shift in consumer behaviour where more is expected from businesses than ever before. This can lead to high salary costs and employee turnover, as well as difficulties in finding qualified candidates. From the success of this deployment, we implemented same solution for her Western African OPCO. We have completed Proof of Concept (POC) for the second largest Mobile Networks in Nigeria with others in the pipeline. What is your take on the cyber laws in the country? 

Cyber laws are a set of laws and regulations that aim to protect individuals and organizations from cybercrimes and online threats. These laws apply to various activities such as hacking, cyberstalking, online fraud, and data breaches. One of the main challenges in implementing cyber laws is the constantly evolving nature of technology. As new technologies emerge, so do new forms of cybercrimes and online threats. This means that cyber laws must be constantly updated and amended to address these new challenges.Another challenge is the global nature of the internet, which means that cybercrimes can often cross international borders. This makes it difficult for law enforcement agencies to effectively prosecute and punish offenders, as they may not have jurisdiction in the country where the crime was committed. Despite these challenges, the importance of cyber laws cannot be denied. These laws help to ensure the safety and security of individuals and organizations online, and help to deter cyber criminals from committing crimes. To ensure that organizations are compliant, our NSOC at Zoracom guides individuals and organizations to be aware of and comply with these laws in order to protect themselves and others from cybercrimes.

The Director General, National Information Technology Development Agency, (NITDA) Kashifu Inuwa, CCIE has canvassed for the creation of Ministry of Digital Economy in all states of the federation to complement various efforts and initiatives of the Federal Government.

The NITDA’s boss made this remark in Ibadan, Oyo State at the just concluded 10th Council meeting of the National Council on Communications and Digital Economy.
Inuwa disclosed that no government has embark on ambitious and laudable projects that are capable of transforming our economy the way the present government is doing and such efforts should be replicated and consummated by the state governments.

He said, “At the federal government level, the Minister and the ministry are setting the pace for the digital economy and the minister has called on the establishment of the Digital Economy Ministry in Oyo State and I think we need to advance it; we expect all members to also take the message back home and establish the ministry of Digital Economy in all your states.”

Describing the theme of the meeting as very apt considering the pace at which the digital economy sector becoming the fastest growing economic sector in Nigeria, Inuwa said the sector has been the most impacting sector in the recent time and with the establishment of the ministry across board, Nigeria will benefit more from digital innovation and entrepreneurship and it would translate to building a more prosperous nation for all.

he U.S. Agency for International Development (USAID) accepted a gift donation from IHS Towers, an international communications infrastructure company, to leverage efforts towards eradicating HIV and AIDS in Kebbi State. The donation of 75,300 HIV rapid test kits is part of USAID’s engagement of the private sector in Nigeria’s health sector.

 

The contribution from IHS Towers will strengthen ongoing U.S. government efforts in Kebbi State to fight the HIV/AIDS epidemic. The test kits will support antenatal clinic services to prevent mother-to-child HIV transmission and provide critical HIV testing services to numerous young children and other at-risk groups.

Kebbi State is the second state in Nigeria to benefit from this partnership with IHS, which builds on a previous contribution in Bayelsa state.

Speaking at the event, the Deputy Governor of Kebbi State, Samaila Dabai, said “these rapid test kits will help to effectively manage the HIV and AIDS elimination program in the state and will help improve access to quality healthcare to the people of state.”

The United States government, through USAID, provides comprehensive care and treatment services for 691,000 people living with HIV across 17 states and distributes lifesaving antiretroviral medicines to 1.9 million Nigerians living with HIV/AIDS. In Kebbi State, USAID through the Accelerating Control of the HIV Epidemic Project, provides HIV care and treatment services to more than 16,000 adults and children.

 

The provision of massive employment opportunities through digital skills has informed the decision of the Federal Government through National Information Technology Development Agency (NITDA) to embark on several initiatives aimed at upskilling and reskilling Nigerians across all walks of life in line with the National Digital Economy Policy and Strategy (NDEPS).

Kashifu Inuwa, CCIE, Director General of NITDA who was represented by Dr Salihu Abdulkarim stated this while delivering his goodwill message at the closing ceremony of the Creative Technology Programme, Phase 1 Training that focuses on business opportunities in Nigeria.

He said Creative Technology Programme is aimed at developing and retaining talents in Nigeria on promoting career skills and providing job opportunities among the beneficiaries with the goal of nurturing and upskilling Nigerians’ talents into viable career options; and create an ecosystem that will boost the economic potential of all participants.

Inuwa stated that the Agency is making tremendous efforts in pursuing a robust and all-inclusive talents development agenda that will create a competitive environment for the development and production of IT goods and services in the country, adding that the program would serve as mechanism for diversifying the nation’s revenue using digital economy.

He said, “The various capacity development programmes in our strategic plan have been designed to serve as a foundation for rapid development in all sectors, and we have built hundreds of digital capacity training centers and IT incubation Hubs across the nation to facilitate these programmes.”

Inuwa maintained that it is very important for Nigerian to build its talent from within because the nation is endowed with abundant talents.

“We have all we need to grow and compete with some of the biggest industries in the world. The retainment of talent within Nigeria can only happen if we all agree to stay here and build what we have. We have started building an ecosystem that will accommodate more people and help the development of a thriving community for tech talents in animation, games and AR within Nigeria,” he opined.

Acknowledging the intensity of the two-weeks training, Inuwa informed the participants that their “work has just begun,” adding that bringing the participants together is very important to the growth Nigeria seeks in promoting the Africa’s narrative in content creation.

“We see you all as creative technology ambassadors who will contribute positively to the Nigerian economy and build business opportunities within your sector. It is time to implement and we believe that you are all interested in bridging the creative technology skill gap,” he said.

While expressing his appreciation to the organiser of the capacity building, Ascend Studios Foundation for partnering with NITDA on the “crucial project of skilling and upskilling Nigerians with the trending digital skill,” the NITDA’s boss enjoined the participants to ensure that they judiciously utilise the knowledge acquired and pledged that NITDA would continue to “support them in any best possible ways.”
30 participants were successfully trained in the first phase of the programme and they are expected to train another 3000 participants across the country.

 

 

A malware that steals Facebook account credentials, known as “Schoolyard Bully”, has infected over 300,000 android devices, prompting the Nigerian Communications Commission’s Computer Security Incident Response Team (NCC-CSIRT) to issue an advisory reminding user to only download applications from official sites and application stores.

 

The NCC-CSIRT advisory in this regard further recommended that users double-check each application and uncheck boxes that request extra third-party downloads when installing apps downloaded from the Google Play Store and to use anti-malware applications to routinely scan their devices for malware.

 

Researchers from mobile security firm, Zimperium, found several apps that transmit the “Schoolyard Bully” malware while disguising themselves as reading and educational apps with a variety of books and topics for their victims to study.

 

The malicious apps were available on Google Play, yet they have already been taken down. However, they still spread via third-party Android app shops.

 

The primary objective of the malware, which affects all versions of Facebook Apps for Android, is to steal Facebook account information, including the email address and password, account ID, username, device name, device RAM (Random Access Memory), and device API (Application Programming Interface).

 

According to NCC-CSIRT, “The (Zimperium) research stated that the malware employs JavaScript injection to steal the Facebook login information. The malware loads a legitimate URL (web address) inside a WebView (a WebView maps website elements that enables user interaction through Android View objects and their extensions) with malicious JavaScript injected to obtain the user’s contact information (phone number, email address, and password), then send it to the command-and-control server.

 

Furthermore, malware uses native libraries to evade detection and analysis by security software and machine learning technologies.”

 

The CSIRT is the telecom sector’s cyber security incidence centre set up by the NCC to focus on incidents in the telecom sector and as they may affect telecom consumers and citizens at large.

 

The CSIRT also works collaboratively with Nigerian Computer Emergency Response Team (ngCERT), established by the Federal Government to reduce the volume of future computer risk incidents by preparing, protecting, and securing Nigerian cyberspace to forestall attacks, and problems or related events.
