The Director General of the Telecommunications Regulatory Board (ART) of the Republic of Cameroon, Mr. Philemon Zoo Zame, led a delegation on a benchmarking exercise to the Nigerian Communications Commission (NCC) Headquarters in Abuja on May 6, 2026.

The delegation was received by the Executive Vice Chairman/Chief Executive Officer of the NCC, Dr. Aminu Maida, alongside senior management staff of the Commission.

The visit formed part of ongoing regional collaboration and knowledge-sharing initiatives aimed at strengthening telecommunications regulation, digital infrastructure development, consumer protection frameworks, and innovation-driven policies within Africa’s rapidly evolving digital economy.

During the engagement, discussions focused on regulatory best practices, broadband expansion strategies, quality of service management, spectrum administration, cybersecurity considerations, digital inclusion initiatives, and emerging opportunities within the telecommunications sector.

Dr. Aminu Maida highlighted the NCC’s commitment to fostering a resilient, inclusive, and innovation-driven communications ecosystem capable of supporting Nigeria’s digital transformation objectives and broader economic development agenda. He emphasized the importance of regional cooperation among African telecommunications regulators in addressing common industry challenges and promoting sustainable growth across the continent.

The NCC boss further reiterated the Commission’s dedication to transparent regulation, investment-friendly policies, and the advancement of consumer-centric telecommunications services. He noted that collaborative engagements such as the benchmarking exercise provide valuable opportunities for mutual learning, institutional strengthening, and the exchange of regulatory experiences among African nations.

In his remarks, Mr. Philemon Zoo Zame commended the NCC for its regulatory achievements and institutional framework, describing the Commission as one of Africa’s leading telecommunications regulators. He stated that the visit was designed to gain deeper insight into the NCC’s operational models, regulatory innovations, and strategic initiatives that have contributed to the growth of Nigeria’s telecommunications sector.

He expressed confidence that the knowledge gained during the exercise would support ART Cameroon’s efforts toward enhancing regulatory efficiency, improving service delivery, and advancing digital connectivity within Cameroon.

The benchmarking exercise also provided an opportunity for technical interactions between officials of both regulatory institutions, covering areas such as licensing frameworks, compliance monitoring, spectrum management systems, industry data administration, consumer affairs, and digital economy policies.

The visit reflects the growing importance of regional partnerships and cross-border institutional collaboration in accelerating Africa’s digital development goals and strengthening the continent’s telecommunications ecosystem.
