Windhoek, Namibia — In a move that is already stirring debate across Africa’s technology and policy landscape, the government of Namibia has officially rejected a licence application by Starlink, the satellite internet venture owned by Elon Musk.
The decision, announced by the Communications Regulatory Authority of Namibia through a government gazette, effectively halts Starlink’s plans to expand its high-speed satellite internet services into the country—at least for now. But beyond the regulatory language lies a deeper, more complex story about control, equity, and Africa’s digital independence.
At the center of the rejection is a critical issue: ownership. According to CRAN, the application submitted by Starlink Internet Services Namibia (Pty) Limited did not meet local ownership expectations, as the entity reportedly lacks Namibian participation. While the regulator has not publicly released a detailed breakdown of its reasoning, it made it clear that full explanations are available upon request—leaving room for speculation and scrutiny.
The decision did not come without resistance. Namibia’s largest telecommunications provider, MTC Namibia, formally opposed the application, raising concerns that go beyond business competition. The company pointed to issues such as national security, lawful interception capabilities, and compliance with existing communications laws. These concerns reflect a broader fear among local stakeholders: that foreign-controlled digital infrastructure could operate outside the reach of national oversight.

These policies are rooted in historical and socio-economic realities, aimed at ensuring that foreign investments contribute to local empowerment rather than bypass it.
However, critics argue that such regulations, while well-intentioned, may inadvertently slow down technological progress in regions that urgently need it.
