In a powerful and inspiring address at the R.I.S.K Dubai 2024 Conference, Dr. Vincent Olatunji, National Commissioner and CEO of the Nigeria Data Protection Commission (NDPC), brought global attention to Nigeria’s transformative journey in data protection. The conference, held at the prestigious Dubai International Financial Centre, provided an international platform for thought leaders and experts to share insights on risk management and data security.
Dr. Olatunji’s keynote speech, titled “Implementing a Data Protection Law: The Nigerian Experience,” was a comprehensive overview of the country’s bold strides in establishing a sustainable framework for data privacy and security. He described the passage of the Nigeria Data Protection Act (NDP Act) in 2023 as a turning point for the nation, setting a precedent for other African countries aiming to protect personal data and foster trust in the digital economy.
A Vision for the Future
Dr. Olatunji painted a vivid picture of the NDPC’s Strategic Roadmap and Action Plan for 2023-2027, which outlines an ambitious vision for the future of data protection in Nigeria. The plan includes fostering collaboration across borders, advancing technological innovation, and ensuring that the rights of data subjects are prioritized.
He shared how Nigeria is leveraging partnerships to amplify its impact. Through Memoranda of Understanding (MoUs) with the Office of the Privacy Commissioner in Canada, Huawei Technologies in China, and various Nigerian government agencies, the NDPC is building a network of expertise and cooperation. These collaborations, he noted, are essential for tackling the complex challenges of modern data protection.
Pioneering Public-Private Partnerships
One of the standout elements of Nigeria’s success story is the adoption of a Public-Private Partnership model, which has become a reference point for other data protection authorities worldwide. Dr. Olatunji highlighted the tangible outcomes of this approach, including the licensing of 234 Data Protection Compliance Organisations (DPCOs) and the training of more than 1,500 Data Protection Officers (DPOs) across various sectors.
“This model has not only strengthened our regulatory framework but also empowered businesses and institutions to take ownership of their data protection responsibilities,” he said. He further emphasized the establishment of the National Certification Body, which now serves as a beacon for excellence in certifying data protection officers.
Measurable Progress
The numbers speak for themselves. Under Dr. Olatunji’s leadership, the NDPC has generated over ₦1.4 billion in revenue, received 4,701 audit reports, and registered 32,888 Data Controllers and Processors of Major Importance. Yet, the Commissioner was candid in acknowledging that the journey is far from over, with the current compliance rate at just 6%. “This is a wake-up call for all stakeholders. We need to do more to ensure data protection becomes ingrained in our culture and systems,” he said.
A Continental Leader
In a significant recognition of its leadership, Nigeria has been selected to host the 2025 Network of Africa Data Protection Authorities (NADPA) Conference and Annual General Meeting. This milestone, Dr. Olatunji remarked, is a testament to the country’s commitment to driving progress not just within its borders but across the continent.
Balancing Innovation and Privacy
Dr. Olatunji wrapped up his address by reflecting on the broader mission of the NDPC: protecting individual rights while fostering an environment conducive to innovation. He underscored the importance of robust enforcement mechanisms and international cooperation to address emerging challenges in the data protection landscape.
“Nigeria is not just looking to catch up; we are determined to lead,” he stated. “Our goal is to safeguard the privacy of our citizens, empower businesses to thrive in the digital age, and position ourselves as a hub for data protection excellence in Africa.”
