In a strategic move to enhance operational efficiency, transparency, and service delivery, the Ministry of Defence has launched its Performance Management System (PMS) and Enterprise Content Management (ECM) systems. The Permanent Secretary, Dr. Ibrahim Abubakar Kana, mni, inaugurated the Project Steering Committee and the Project Implementation Technical Team, which will be responsible for ensuring the successful deployment and operation of both systems.
During the inauguration ceremony, held at the Ministry’s headquarters at Ship House, Abuja, Dr. Kana underscored the Ministry’s readiness to leverage its existing infrastructure and human resources to implement these advanced systems. He emphasized that the Ministry is equipped with not only the technical capacity but also the expertise to drive these initiatives. “We have the infrastructure in place, and we also have seasoned experts—Directors and Deputy Directors from various departments—who are well-positioned to lead this process and cascade the implementation down to other levels of staff,” Dr. Kana stated.
The introduction of the PMS and ECM systems marks a pivotal step in the Ministry’s modernization efforts, designed to improve accountability, streamline operations, and ensure that performance aligns with the Ministry’s mandate and the broader vision of the federal government. Dr. Kana highlighted that the systems will enable the Ministry to track progress in real-time, optimize resource allocation, and enhance overall productivity, while also fostering a culture of continuous improvement.
Commitment to Excellence and Overcoming Challenges
Addressing the newly inaugurated PMS Champions, Dr. Kana charged them with the responsibility of driving the Ministry’s performance to new heights, urging them to demonstrate unwavering commitment and excellence. He noted that the systems are essential to achieving the Ministry’s objectives, particularly as they relate to the government’s renewed hope agenda for national development.
While acknowledging the possibility of initial challenges during the implementation phase, the Permanent Secretary encouraged resilience and determination among the committee members. “We understand that there may be some teething problems in the rollout of these systems, but with the expertise we have in-house, we will overcome any challenges that come our way,” Dr. Kana remarked. He reassured staff that the Ministry is committed to providing all the necessary support to ensure the systems’ success.
Focus on Continuous Training and Capacity Building
Dr. Kana further emphasized the importance of continuous training to keep staff well-equipped with the necessary skills for implementing and maintaining the systems. “Training is key to ensuring that our staff are proficient in using these systems, and in the Ministry of Defence, this will not be a challenge. We are prepared to organize regular training sessions, even on a weekly basis if necessary, to ensure everyone is up to speed,” he said.
By prioritizing capacity building, the Ministry aims to foster a skilled workforce capable of maximizing the potential of PMS and ECM systems, ensuring they deliver measurable improvements in service delivery, transparency, and operational efficiency.
Leading the Charge for Enhanced Performance and Compliance
The PMS and ECM Champions are expected to lead the charge in implementing these systems, ensuring that they are not only operational but that they drive significant improvements across all levels of the Ministry. The ultimate goal is to achieve total compliance with government performance standards and to set a benchmark for other ministries in terms of efficiency and accountability.
“With the PMS and ECM systems, we aim to set new standards of performance across the Ministry. These systems will not only enhance our productivity but also hold us accountable to the highest standards of public service,” Dr. Kana added.
