The Hon Minister of Interior, Ogbeni Rauf Aregbesola has expressed the readiness of Nigerian government to cooperate with India on total eradication of fake Nigerian passports into India.

Ogbeni Aregbesola gave this assurance in his office today, Friday, February 4 2023, while receiving His Excellency, Mr Balasubramanian – the Indian High Commissioner to Nigeria, who was on a courtesy visit to his office in Abuja.

According to the Minister, Nigeria Will ever remain grateful to the Government and people of India for her support to Nigeria during the country’s anti-colonial struggle that led to Independence.

The Honourable Minister pledged full cooperation of the Federal Government with India, through the Nigeria Immigration Service, to put a stop to the activities of unscrupulous persons and syndicates engaging in fraudulent procurement of fake official Nigerian travelling documents to enter India illegally.

He called for closer collaboration with the India government through provision of useful information and intelligence reports that will assist in unmasking those involved and their modus operandi with a view to get them arrested to face the the full weight of the law.

On issue of some arrested mariners caught on a ship, accused of illegal activity, the Minister said the Governmet will prefer that the judicial process run its course; eventhough he will try his best to see if the issue could still be handled on humanitarian ground.

The Minister made it abundantly clear that Nigeria frowns at all illegalities, and will not condone procurement of fake visas by individuals in order to gain false entry into another country.

Ogbeni Aregbesola however, implored the High Commissioner for technical assistance through scholarships and professional courses/ trainings as part of partnership co-operation that will enhance the performance of it’s paramilitary agencies like the Nigeria Security and Civil Defense Corp, which is a civil protection Corp that responds to emergencies as well as complement the Police in maintaining law and order.

In his remarks, the High Commissioner who lauds the cordial relations existing between Nigeria and India, promised to explore more areas of co-operation that will further strengthen the bi-latera relation between the two friendly countries.
The High Commissioner later disclosed that already, seven agencies of government including the Nigeria Immigration Service are currently undergoing relevant courses in India as demonstration of Partnership support to Nigeria. His Excellency also thanked the Hon Minister for his warm reception.

The Permanent Secretary of the Ministry, Dr Shuaib Belgore commended the High Commissioner for his visit and reiterated the commitment of the Ministry to achieve improved service and efficient service delivery through investment in capacity building for the Ministry’s staff and agencies.

NCC renews MoU with Lottery Commission

 

The Nigerian Communications Commission, NCC, Wednesday in Abuja, signed a revised Memorandum of Understanding with the National Lottery Regulatory Commission, NLRC, with provisions to deter unapproved lottery and gaming practices on telecommunications platforms through information and intelligence sharing.

Executive Vice Chairman of NCC, Prof. Umar Danbatta noted that the MoU, which will impact the gaming industry, is in sync with the Commission’s Strategic Vision Plan (SVP) and is in a bid to promote fair practices in the industry for the protection of telecommunications consumers in relation to lottery and gaming activities.

He said the collaboration is in line with the provisions of Commission’s SVP, 2021-2025, which provides for facilitation of strategic partnership and collaboration with other bodies to enhance service delivery.

He explained, “The initial MoU expired in 2022, amendments and modifications have been made since no MoU is cast in stone, especially given the industry’s dynamic nature.”

The Director General of NLRC, Mr Lanre Gbajabiamila expressed confidence that the MoU will yield favourable outcomes in curbing illegal online gambling as he shared his hope that NCC and NLRC will achieve their intentions in the interest of gaming stakeholders.

He noted how unapproved lottery and gaming activities and practices undermine the integrity of domestic and global gaming markets to the detriment of stakeholders in addition to undermining consumer confidence in these markets, hence the collaboration with the Commission to arrest such tendencies.

Earlier in his opening remarks, the Executive Commissioner (Stakeholder Management), Barr. Adeleke Adewolu disclosed that the MoU was designed to address recent technology information-sharing capabilities, and consumer satisfaction and to enhance areas of co-regulation in line with the Federal Government’s digital economy mandate.

The new MoU replaces one that was first signed by both organizations, which expired in 2022. It provides complementary approaches to deter unapproved lottery/gaming practices on telecommunications platforms through information and intelligence sharing in recognition of how unapproved lottery and gaming activities and practices undermine the integrity of domestic and global gaming markets to the detriment of stakeholders in addition to undermining consumer confidence in these markets.

Under the agreement, following requests from NLRC, NCC shall endeavour to block or disable illegal lottery gaming operators on the telecommunications service providers’ platform in Nigeria and NLRC

The document was developed by a Joint Implementation Committee (JIC) comprising representatives of NCC and NLRC to implement the MoU and other matters that promote collaboration between both organizations in their regulatory functions.

The Federal Government has flagged off the capacity building on emotional intelligence aimed at increasing self-awareness, self-management, social awareness and relationship management for improved service delivery by the rank and file of the Nigeria Police Force (NPF).

The opening ceremony of the One – Day Sensitization Workshop and Capacity Building was graced by the Minister of Police Affairs, Muhammad Maigari Dingyadi ((Dr) at the Murtala Nyako Multi-Purpose Hall in Yola, Adamawa State.

The Minister in his speech pointed out that due to the demanding nature of Police duties, a Police Officer is exposed to stress and anxiety which could be transferred to the members of the public, resulting to infractions. He noted that near absence of self-management in some policemen has resulted to bringing the reputation of the entire force to odium and near disrepute.

“The good news is that the Ministry of Police Affairs is working closely with the Police Management to institutionalize service orientation among officers and men of the Nigeria Police, to deepen citizens’ trust, confidence and increased participation for robust human intelligence,” he stated.

“It is hoped that the workshop will assist in self – critique, in order to strengthen perceived weaknesses in emotional intelligence and improve police – citizens relationship for enhanced internal security management in Nigeria”.

Dingyadi stressed that the workshop has been scheduled to hold in other geopolitical zones in the coming days and weeks as part of the Ministry of Police Affairs’ efforts at reforming and re-orienting the members of the Nigeria Police, with special emphasis on junior officers. He explained that they constitute a vast majority, and interface more with the populace, upon which opinions are formed on the Nigeria Police in general.

The Minister reiterated that the capacity building workshop is coming at a crucial time in the nation’s history when Nigerians will once again, exercise their franchise in performing their civic responsibility, to elect leaders of their choice in the forthcoming general elections. He re-assured of government’s commitments to improving the welfare and working conditions of policemen across Nigeria. This, through enhanced emoluments, upgrading of barracks, working environments and provision of modern security enablers to tackle criminalities.

According to him, these laudable interventions by President Muhammadu Buhari’s administration in policing, deserves Nigerians’ ownership and reciprocity through cooperation with officers and men of the Nigeria Police. He inferred that to realize government’s desire for active citizens’ participation in policing endeavours, Nigerians must embrace global best practice through seeing the Nigeria Police as their own. This he observed will in effect, eliminate subjective apathy which has hitherto hindered efficient police service delivery in Nigeria.

In his goodwill message, the Commissioner of Police in the Adamawa Police Command, Sikiru Kayode Akande (CP) thanked the Ministry of Police Affairs for organizing the workshop to educate the participants in view of the forth coming 2023 General Elections. He avowed that the rank and file would be sensitized in key areas such as improvement in their attitude to work for effective service delivery, enhanced robust relationship between the community and the police and observance / respect for the human rights of citizens.

Earlier in her welcome address, the Director of Reforms and SERVICOM in the Ministry, Maryam Dalhatu Abdulmalik pointed out that the workshop on ‘attitudinal change for effective service delivery’ was part of the varied police reform activities which is poised to identify and fill the gaps that exist between Police Officers and citizens in the areas of unfriendliness and mistrust.

he U.S. Agency for International Development (USAID) accepted a gift donation from IHS Towers, an international communications infrastructure company, to leverage efforts towards eradicating HIV and AIDS in Kebbi State. The donation of 75,300 HIV rapid test kits is part of USAID’s engagement of the private sector in Nigeria’s health sector.

 

The contribution from IHS Towers will strengthen ongoing U.S. government efforts in Kebbi State to fight the HIV/AIDS epidemic. The test kits will support antenatal clinic services to prevent mother-to-child HIV transmission and provide critical HIV testing services to numerous young children and other at-risk groups.

Kebbi State is the second state in Nigeria to benefit from this partnership with IHS, which builds on a previous contribution in Bayelsa state.

Speaking at the event, the Deputy Governor of Kebbi State, Samaila Dabai, said “these rapid test kits will help to effectively manage the HIV and AIDS elimination program in the state and will help improve access to quality healthcare to the people of state.”

The United States government, through USAID, provides comprehensive care and treatment services for 691,000 people living with HIV across 17 states and distributes lifesaving antiretroviral medicines to 1.9 million Nigerians living with HIV/AIDS. In Kebbi State, USAID through the Accelerating Control of the HIV Epidemic Project, provides HIV care and treatment services to more than 16,000 adults and children.

The Minister of State for Agriculture and Rural Development, Mustapha Baba Shehuri has said that agricultural technology would enhance production, boost revenue generation as well as revolutionise the agric sector. He also said that it will fast-track increase in yield, better packaging of agricultural products and attract foreign investors.

Speaking during the Handing Over / Taking Over of the China – Aid Nigeria Demonstration Centre Project in Bwari, Abuja recently, Mustapha Baba Shehuri represented by the Directorin the Department of Rural Development, Engr. Udo Daniel stated the Project would ensure transition from the small scale production model to a specialized commercial agricultural model.

Shehuri revealed that the objectives of the project was to provide and transfer advanced technology to the Nigerian youths as an enterprise as well as ensure training of local farmers in advanced technology to enhance productivity and wellbeing of Nigerian farmers. He added that it would train farmers on Agro- Processing Technology and ways of cultivating their interest in becoming micro and small scale entrepreneurs, geared towards owning their agri-business.

He stated that “the history of this project dates back to 10th of July 2013, while the actual construction work started in 2021 and was completed on 10th of October 2022 after series of documentations. Adding, the facilities at the centre are of world – class and includes Agricultural Technology Training and Research Centres, Processing and Exhibition Centres; Irrigation Facilities and Farmland Demonstration.

In his remarks at the occasion, the Minister of State for Budget and National Planning, Prince Clement Agba represented by Mrs. Fatima Sheji said that “the bilateral relations between the two countries started way back in 1971 and has maintained a cordial relationships which has brought about so many developmental activities across the country.

Also speaking in a welcome address, the Chinese Ambassador to Nigeria, Mr. Cui Jian Chun said that his country will continue to strengthen the bilateral relation with Nigeria in terms of military, electricity and agricultural development, in order to improve and ensure food security in the country.
He revealed that the farm produce ranges from Hybrid Rice, Beans, Cassava, Yam and Corn among others with modern mechanized farm equipment to ease the process between planting and harvesting period.

Earlier in his goodwill message, the Chairman of Bwari Area Council, John Gabaya represented by the Supervising Councilor for Environment and Forestry, Salihu Mathew said that “Bwari Area Council has been a very peaceful community where all strangers are welcomed, including foreigners, regardless of where they come from and that it is a singular honour to have this type of development in his territory.

The cliclimax of the event featured the handing over and taking over of the China – Aid Nigeria Demonstration Centre Project as well as a guided tour of the project by the representative of the Minister of State. .

In attendance were the epresentative of the Minister of State for Budget and National Planning; Directors in the Ministry of Agriculture and Rural Development and Chinese Officials among other stakeholders.

The Project covers an area of 31.38 hectares with a total area of 3,521.55 square metres for each building and about 20,000 square metres for the access road of the park and supporting construction works at elevated area on both sides of the Dam.

Cross section of participants at the ongoing 10th Edition of the National Council on Communications and Digital Economy, which commenced at the International Conference Centre, University of Ibadan, Oyo State, since 4th December 2022, have commended the Federal Government for its commitment in providing leadership and guide for industry growth.

The commendation followed the listing of about 20 policies by the Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami aimed at promoting different areas of the digital economy, including the flagship National Digital Economy Policy and Strategy (NDEPS) 2020 – 2030, and the Nigerian National Broadband Plan (NNBP) 2020-2025 – all of which have started to yield concrete, positive results for the economy.

Pantami said the recent assessments by the Foreign Development and Commonwealth Office (FDCO) and the KPMG Consulting which adjudged the communications and digital economy sector as the best performing sector in Nigeria, were based on 8 key priority areas, one of which was in revenue generation, where the sector has raised government revenue profile by 594 percent.

Among those who applauded the Federal Government’s vision for the sector are the Secretary to Oyo State Government, Her Honour Olubamiwo Adeosun, who represented His Excellency Oluseyi Makinde, Governor of Oyo State; and the Executive Vice Chairman and Chief Executive Officer (EVC/CEO) of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta.

Emphasising the centrality of digital innovation and digital entrepreneurship to a robust digital economy, the Minister commended the participants for the quality of evaluation, recommendations, and criticisms that attended the memoranda presented at the Council. He urged the media to give the best coverage to the communique to be issued after the meeting. He also enjoined professionals in the media systems of communication to note specific recommendations and the corresponding role of each stakeholder in the implementation of each item in the communique.

The Minister announced that 110 memoranda and recommendations were presented to the Council, out of which 67 were approved for implementation. The remaining 43 recommendations are to be reconsidered in the next meeting of the Council.

Pantami thanked the Government of Oyo State and the Olubadan of Ibadan, His Imperial Majesty, Dr. Lekan Ishola Balogun Alli, Alliwo Okumade II, for receiving him and his team on the courtesy visit he paid earlier to the Palace, and to the Governor’s Office where Adeosun had also received the Minister on behalf of the Governor.

In his goodwill message, the EVC/CEO of NCC, Prof. Umar Danbatta praised the minister for his impeccable supervisory role as the leader of the sector. Danbatta also praised the Federal Government for being the most revolutionary administration in its commitment to the utilisation of digital resources for the growth of individuals, businesses and the national economy through design of policies to achieve concrete, measurable and remarkable deployment of cutting-edge technological applications.

On behalf of the Board and Management of NCC, Danbatta thanked participants for their attendance and active participation, which attested to the importance they all attached to the promotion of digital economy and culture.

Amplifying the voice of the Minister, the EVC stated that the participants’ commitment to government’s digital economy agenda has been well demonstrated in the methodical review of the recommendations of the 9th Council meeting, objective identification of achievements, and the frank approach taken to chart the path towards future goals and expectations.

The EVC promised that, “NCC remains committed to supporting all policies, strategies, plans and initiatives that promote the provision of modern, universal, efficient, reliable, affordable, and easily accessible communications services that give the widest range throughout Nigeria”. He also emphasised that it is in demonstration of its commitment that the Commission undertook a timely release of spectrum in the 3.5GHz band for the deployment of 5G services to ensure that Nigerian citizens, businesses, public institutions and other stakeholders are enabled with requisite infrastructure to engage in the emergent digital economy and culture.
