NOTAP Establishes 65th Intellectual Property and Technology Transfer Office at FUPRE

Effurun, Delta State – The National Office for Technology Acquisition and Promotion (NOTAP) has commissioned its 65th Intellectual Property and Technology Transfer Office (IPTTO) at the Federal University of Petroleum Resources (FUPRE), Effurun, Delta State. This marks a significant step in strengthening the weak intellectual property (IP) system in Nigeria’s knowledge institutions. The new IPTTO is one of 67 that have been established nationwide by NOTAP.

Speaking at the recent commissioning ceremony, Dr. Obiageli Amadiobi, Director General of NOTAP, stated that the initiative was driven by the urgent need to reinforce the intellectual property framework in the nation’s higher education sector. She explained that while NOTAP was originally set up to regulate the inflow of foreign technology through the registration of technology transfer agreements, the agency also has a mandate to promote the development and domestication of indigenous technologies.

“The establishment of these IPTTOs is crucial,” said Dr. Amadiobi. “We have observed a weak intellectual property system in our knowledge institutions, and for a nation that aims to be a global player in the Science, Technology, and Innovation (STI) ecosystem, this situation is unacceptable.”

Dr. Amadiobi highlighted the significant role that universities and other knowledge institutions play in developed countries, not only in supporting the economy of their own institutions but also in enhancing the Gross Domestic Product (GDP) of their nations. She called on Nigerian universities to focus on market-driven research that solves societal problems and produces technically skilled graduates, rather than conventional research conducted solely for publication and career advancement.

The DG also lamented that many Nigerian researchers fail to commercialize their inventions, often leaving their research and development (R&D) results on the shelves. She encouraged the FUPRE community to take advantage of the IPTTO to present their research findings to NOTAP for patenting, free of charge. “Intellectual property may be intangible, but it must be protected to allow the owner exclusive rights to financially exploit the invention,” Dr. Amadiobi added.

She reiterated NOTAP’s commitment to fostering the inventive and innovative spirit of Nigerians through advocacy and the promotion of a strong intellectual property rights (IPR) ecosystem.

Welcoming the establishment of the IPTTO, FUPRE’s Vice Chancellor, Prof. Akpafure Rim-Rukeh, represented by Deputy Vice Chancellor of Administration, Prof. Doris Favwe Ogeleka, described the event as a “dream come true.” Prof. Rim-Rukeh noted that the IPTTO would fast-track the university’s intellectual property evaluation and application processes.

Founded in 2007 with eight colleges, FUPRE aims to be a premier international institution providing world-class education, training, research, consultancy, and extension services for the petroleum and allied sectors. Prof. Rim-Rukeh also emphasized the university’s commitment to enhancing local content in Nigeria’s oil, gas, and energy industries, stating that FUPRE is the first institution of its kind in Africa and the sixth in the world.

Before the establishment of the IPTTO, the university had already secured one international patent and 33 national patents, some of which have been commercialized. Prof. Rim-Rukeh revealed that FUPRE has 15 centres of excellence and is committed to developing more to increase intellectual property awareness within the university community.

In a presentation titled “Intellectual Property Assets Management,” Mrs. Caroline Annie-Osuagwu, Director of the Technology Acquisition and Research Coordination (TARC) department at NOTAP, urged researchers to protect their inventions to maximize their financial benefits. She explained that intellectual property assets include patents, trademarks, copyrighted works, industrial designs, geographical indications, and trade secrets, which are strategically chosen for their business value.

The establishment of the IPTTO at FUPRE represents a significant milestone in NOTAP’s efforts to build a robust intellectual property ecosystem in Nigeria, ensuring that the nation’s knowledge institutions can contribute meaningfully to the global STI landscape.

Within the last 24 hours, the fund recorded a total of 9,687 student registrations, of which 7,975 are completed loan applications. This marks the highest in one day since the launch of the student loan application portal on the 25th May 2024.

Nigerian Government Unveils Ambitious Plans to Enhance Digital Connectivity Nationwide

Dr. ‘Bosun Tijani, the Minister of Communications, Innovation, and Digital Economy, announced today groundbreaking initiatives aimed at bolstering digital connectivity across Nigeria, following approvals secured during the Federal Executive Council meeting.

Addressing the media, Dr. Tijani highlighted the pivotal approvals, emphasizing their potential to significantly benefit both the Nigerian populace and the burgeoning digital startup ecosystem.

The first approval entails the launch of a Special Purpose Vehicle (SPV) dedicated to advancing the delivery of an additional 90,000 kilometers of fiber optic cable. This initiative seeks to complement existing connectivity infrastructure, fortifying the national backbone to ensure universal internet access throughout Nigeria.b

Dr. Tijani outlined the meticulous groundwork undertaken to establish the SPV, drawing inspiration from successful Public-Private Partnership models such as NIBSS and NLNG. In collaboration with government and private sector stakeholders, the SPV aims to expand Nigeria’s connectivity backbone to a minimum of 125,000 kilometers, positioning it as Africa’s third-longest terrestrial fiber optic backbone, trailing only Egypt and South Africa.

This expanded coverage is poised to leverage Nigeria’s eight submarine cables, driving increased data capacity utilization beyond the current 10%. Through partnerships like the Broadband Alliance, the enhanced connectivity will bridge existing gaps by linking over 200,000 educational, healthcare, and social institutions nationwide, fostering greater societal inclusion in the benefits of internet access.

The immediate benefits of these initiatives include:

1. Elevating internet penetration in Nigeria to over 70%
2. Potentially reducing the cost of internet access by over 60%
3. Enabling internet access for at least 50% of the 33 million Nigerians currently excluded
4. Stimulating up to 1.5% GDP growth per capita, propelling GDP from $472.6 billion (2022) to $502 billion over the next four years.

Dr. Tijani concluded his remarks by expressing optimism about the transformative impact of these initiatives, signifying a significant step towards #NigerianExcellence in digital connectivity.

Anambra State ICT Agency Achieves Significant Milestones in Digital Transformation

Chukwuemeka Fred Agbata (CFA), the Managing Director and Chief Executive Officer (MD/CEO) of the Anambra State ICT Agency, recently shared the remarkable achievements made by the agency and the state government in advancing digital transformation. The strides include notable accomplishments in full digitization, Right of Way for Telecom Infracos, collaboration with the Internet Exchange Point of Nigeria (IXPN), and engagement with Internet Service Providers (ISPs).

In a media parley with journalists, Chukwuemeka Agbata emphasized, “The Anambra state government has taken a bold step as part of its determination to deepen infrastructure enhancement, leading to the full implementation of a zero Right of Way policy. This initiative has inspired many Infracos to expand their tech infrastructure in the state through the installation of fiber ducts, resulting in an enhanced quality of ICT services across Anambra.”

He further added, “Anambra remains one of the few states currently implementing the Zero ROW policy, marking a significant stride towards fully deepening broadband penetration.”

Highlighting collaborative efforts, Chukwuemeka Agbata revealed that the state government has partnered with IXPN to establish an internet exchange point, making Anambra State the first in the zone to host such a facility. He emphasized that this development will improve interconnectivity, reduce the cost of internet access, and deepen penetration in the state and the South East region.

Taking a cue from international standards, the implementation of public Wi-Fi, known as ‘Solution Wi-Fi,’ has been activated around university areas in the capital city of Awka, including Aroma Junction, Book Foundation, and Unizik Gate. This initiative aims to enhance connectivity for the populace, particularly the youth, and reduce operating expenses for small businesses in these areas.

Speaking on e-Government solutions, Chukwuemeka Agbata stated, “The adoption of the new domain has been highly successful. As a pioneering move in the state’s e-governance efforts, we have successfully transitioned to the Federal Government-approved .ng second-level domain. This transition has facilitated the relocation of Anambra State’s online digital assets, in line with Federal Government directives, to the ‘anambrastate.gov.ng’ and ‘an.gov.ng’ state-owned domains.”
