In its continous efforts to ensure peace is sustained following the #EndSARS protests, the Ogun state government, on Tuesday, organised a peace consolidation meeting of stakeholders with the Deputy Inspector-General of Police in charge of the Southwest, Adeleye Oyebade.

The meeting, which was held at the Arcade Ground of the Governor’s Office, Oke Mosan, Abeokuta, had in attendance traditional rulers, members of the National Youth Council of Nigeria (NYCN), security agencies, Civil Society Organisations (CSOs), religious leaders, students, among others.

In their respective remarks at the meeting, Ogun State governor, Dapo Abiodun and DIG Oyebade, harped on the need for community policing.

The duo declared that the sweeping #EndSARS protest in the country has necessitated the involvement of the grassroots in security apparatus of the country.

According to them, Nigeria is ripe enough for community policing, pointing out that only community policing can address the demands of the youths.

Speaking further, Abiodun noted that the reform in the police must start with the establishment of the state and community police, adding that the #EndSARS protest has revealed that the current police structure is overwhelmed, hence the need for the establishment of state and community police.

“The #EndSARS protest has brought to the fore some germane questions about our police system and Administration.

“Apart from excesses of some police officers that are under focus with the #EndSARS protest, there is also the issue of the reform and structure of the police”, the governor stated.
DIG Oyebade stressed that community policing would close the gap between the people and the police.

He disclosed that the Inspector-General of Police (IGP), Mohammed Adamu, had began the process of reforming the police, saying “the reform you (youths) are clamouring is already on the table, the reform is now and the IGP is already doing just that.

“I happen to be in charge of research and planning and community policing is under my purview; I’m telling you already, the community policing is going to involve all of you. We want it to be community-driven and the youths are the highest number in the community, so we have to bring you into the position to contribute your quota. I’m assuring you that community policing is going to address all these issues you have raised here today.

“The way forward is community policing so that we can close gap with members of the public, especially the youths. The way forward is community policing so that we can get the challenges that are affecting your progress in community policing in your areas.

“The way forward is community policing so that we can get your ideas and use them to plan how we can police you better, the way forward is community policing so that we can collaborate and corporate with ourselves.

“No man is an Island; two, three good heads are better than one. We want you to understand that we are coming with a new strategy. It is a new era, it a new dawn, it is a new beginning for the Nigerian police.

You are invited as youths, all the critical stakeholders will be invited to come onboard to work with us so that we can get to the Promised Land.

“We are going to work together with our sister security agencies, the Nigerian police is the lead agency when it comes to internal security. We are going to work together in synergy and the strategy is to carry the community along to ensure peace is restored in our society.

“For now we should stop all the damages, all the vandalisation of critical infrastructure that government have put in place please let us stop all these vandalisation.

“Arsonists should not come and destroy what the government is doing. The protesters are different from the criminals, the protesters are different from the arsonists. The government of the day is ready to listen to your requests but we must separate those that are coming to destroy the properties and that is why I’m here to tell you that the strategy the government of Ogun state is using is working.

I want to ask the governor and his lieutenants to please continue with this engagement”. Oyebade submitted.

The Kebbi State Governor, Senator Abubakar Atiku Bagudu, has commended the security agencies in the state for their relentless efforts in the provision of security to the state.

The governor has also sympathised with the Police on the unfortunate incidences of the deaths of their colleagues,in the line of duty, in other parts of Nigeria.

Bagudu made the commendation today, Tuesday, during a visit to the Police Command in the state, where he was received by the DC Operations ,Mr. Godwin Eze .

He urged the security agencies to continue discharging their duties diligently , while at the same time, being mindful of the messages from a cross section of innocent and patriotic Nigerians, who supported them and also sought for improved security of their lives, as well as property.

Bagudu also vehemently condemned the hijack of an otherwise peaceful demonstration by youth, by some divisive elements, hoodlums and those who do not wish Nigeria well.

The Kebbi Governor reiterated that, the unity , peace and socio-economic prosperity of the nation, cannot in anyway be compromised.

Governor Bagudu was accompanied on the visit by Chief of Staff, Government House, Alhaji Suleiman Muhammad Argungu (Jarman Kabi), the Secretary to the State Government, Babale Umar Yauri and other Government functionaries.

The Agency has had its attention drawn to various allegations of our refusal to come to the aid of protesters and wish to state for the record that this is categorically untrue.

Our personnel and vehicles have been under attack and harassment since the protests started and we have struggled to maintain a presence while still keeping our personnel safe.

Our emergency response lines (112/767) developed a fault early hours of Monday morning and despite a number of fail-safe and temporary fixes, went into shutdown mode on Tuesday. To forestall any incident, we circulated alternative numbers including the direct line of the Director General/CEO.

We also wish to categorically debunk the allegation that there were any “instructions” not to respond to incidents. Our personnel were simply terrified by the angry mob that stormed the Lekki Dispatch Centre on Tuesday night.

Even as at Wednesday, we and the other emergency responders were unable to respond to fires due to our vehicles being attacked.

We appeal for calm and for your understanding as we attempt to play our part in keeping Lagosians safe.

We deeply sympathise with all those who have lost loved ones and fully acknowledge the rights of Nigerians to peacefully protest while making their demands known.

LASEMA Response Team in a swift response earlier this morning, extinguished the fire outbreak that occurred inside Yerevan Oil Station. A filling Station located at Ajayi Road in Ogba Aguda area of Lagos, today, Tuesday, 27th October, 2020.

On arrival of the Tiger Squad led by the Director of Operations, Engr. Akinsanya Olatunde at the scene of the incident, it was revealed that the fire outbreak occured as a result of spillage from the articulated truck laden with 33,000litres of Premium Motor Spirit, PMS, (Petrol).

However, no loss of lives nor injuries sustained, the inferno was quickly curtailed due to the prompt response of the Agency’s Team in conjunction with the Lagos State Fire Team.

The leaky valve which was the source of the inferno was shut off, the inferno was extinguished, while the Team Blanketed the truck and the entire area in order to avert any secondary incident.

Unequivocally, I wish to thank and appreciate the Government and good people of Anambra for aggregating in one accord to restore peace and order after the direct attack on our statehood, the mayhem of last week which saw hoodlums attack law enforcement agents and citizens.

As can be witnessed across the state all Markets as well as private and public offices have bounced back to life. The once deserted streets and major roads have come alive with beehive of activities as commercial vehicles have resumed operations, enjoying good patronage. Entertainment hotspots, hotels, drinking bars and Ogbono businesses have resumed earnestly. Presently, choice guest houses in Awka are witnessing massive Ogbono parades, and we are happy.

I wish to especially thank the discerning youths of Anambra for rising to the occassion, and quickly reclaiming the state as the hoodlums who were out to destroy our beloved state have been chased outta town. Ndi Anambra are resilient people,industrious, and blessed. We are peace loving people,godly and above all accommodating.

No doubt, our able youths have convincingly demonstrated their confidence in the astute leadership skill of Gov. Obiano as they stood with him all through the trail times. Never again would we as a people allow strangers, aliens, and enemies of the state to visit our darlyn state with so much impunity, unchallenged.

It is sad to note that critical infrastructures built with tax payers money have been destroyed by the hoodlums who were imported into the state to wreck havoc, and carry out wanton destruction of lives and properties.

Sincerely, I’m greatly satisfied and pleased with my governor, and wishes to use this medium to acknowledge and appreciate Gov Willie Obiano for his strategic management of the crisis, his responsive approach to the daunting challenges we faced over the past week. Thank you for your resilience, and timely interventions, and successfully arresting the ugly event.

Quite looking forward to the outcome of the Judicial panel of inquiries set up by your administration to look into the gross human rights abuse and police brutality ndi Anambra and other citizens suffered during the dark days of SARs.

Umunnem, as we impatiently wait for the recommendations that will be delivered by the Judicial Panel of inquiries, may the good Lord grant us peace, and restore fully the glory of our land.

Lagos State Governor, Mr. Babajide Sanwo-Olu, on Monday said the Federal Government and Lagos State Government would ensure that anyone found culpable in last Tuesday’s shooting at the Lekki Toll Plaza would be held accountable for their actions.

Speaking during an interview session with a CNN journalist, Becky Anderson’s “Connect the World with Becky Anderson programme” on Monday, Governor Sanwo-Olu said the CCTV footage at the Lekki Toll Gate would be available for the State Judicial Panel of Enquiry to review as part of the investigation into the Lekki Toll Gate shootings.

He said: “We will be committed to a full investigation of what happened and people would be held accountable. They certainly would be held accountable. We would do everything possible to ensure that they are held accountable.

“People have claimed that their friends and family members have been killed. So, this Judicial Panel of Enquiry is meant to bring all of these stories to accountability; where we can make restitutions, where families can prove and indentify officers that were responsible for this.

“I am not the Commander-in-Chief of the Armed Forces; I am Governor of a State. The report would be out and we would channel the report to all the relevant authorities in the state to ensure that every one that is found culpable is accountable for the act.”

Governor Sanwo-Olu also debunked the insinuation that international pressure persuaded President Muhammadu Buhari and himself to finally speak out about what protesters demonstrated for so long in Lagos and in Nigeria on the #EndSARS campaign.

He said: “There are no international pressures whatsoever. These are genuine protesters that we all believe and we all have knowledge about. I was the first governor among governors with due respect to all my other colleagues who came out to meet with them, who started from the front. I carried the EndSARS flags with them. I met with them twice and we all had the rally together and worked together.”

The Governor also expressed confidence that there would be positive change as a result of what has happened in the past couple of days with protests in different parts of Nigeria by the youths.

“I genuinely believe there would be change for two reasons. One, what has happened, especially in Lagos is extremely unimaginable. Number two is that it was a clarion call for all of us in government, especially understanding and realising what the youths truly want us to be doing. So, it hit all of us like a thunderbolt and it was just a wake-up call,” he said.

Rivers state governor, Nyesom Ezenwo Wike, has charged the 23 council chairmen, and youths in the state to fish members of the proscribed Indigenous Peoples Organisation of Biafra (IPOB) in the State.
Governor has also warned that any council chairman that allows IPOB to hold processions and hoist its flag within their jurisdiction in Rivers State, risk sack.
He made this assertion during a meeting with all the 23 Local Government chairmen, Community Development Committees and youths leaders at the Government House, in Port Harcourt on Monday.


The governor described Rivers state as the most accommodating state for all Nigerians. To buttress this, he stated that here has never been any historical incident of different ethnic groups clashing in the State as has been the witnessed in other parts of the country.


“We can never be against any ethnic group. We can never do that .we have lived in harmony with the Ibos, the Hausas, and with Edo people. Everybody that comes to this state we have lived in harmony with. And so Nigerians must commend Rivers State as a place where you have never had problem between this group and that group ” he said.


Governor Wike, however, maintained that while the people of Rivers State believe in the unity of the country, they will not allow criminals under the aegis of a terrorist group called IPOB to continue to threaten the stability of the state.


“There is one terrorist group they call IPOB. I did not declare them terrorist group, the court declared them terrorist group. Not me. The federal government declared them a terrorist group. IPOB cannot use Rivers state to be place where they will be launching attack. If you allow that, your future, your children’s future is gone” he said .


Infuriated by IPOB’s effrontery to hoist its flag in Oyigbo, the governor directed the council chairman to ensure there will not be another occurrence of this treasonous act.
“Go to Oyigbo and see what they have done. Destroyed the court. What did the court do? See the soldiers they killed and burnt them. See the policemen they killed and burnt them and then you said people will sit and fold their arms”.


The governor, while calling for vigilance on the part of Rivers people, however, warned sternly that IPOB members should not delude themselves because Rivers state cannot be colonised or annexed by any group, particularly, while he is still the incumbent governor of the State.
He asserted that Rivers state can never be annexed to any state, to any zone. According to him, Rivers state is Niger Delta and will remain in Niger Delta.


He explained that while every Nigerian is allowed to reside in Rivers State, but those who wish to do so must live in peace with the people of the State.


“Ibos are living and doing their business here and they will continue to live and do their business here. We support that.
But that terrorist group call IPOB, cannot determine what happens in our state. To tell us where they own. It will never happen and we must not allow it to happen”.
Governor Wike charged all chairmen of councils, youth leaders, CDCs to go into their various communities and identify all those IPOB members. He has meanwhile emphasied that nobody of Ibos extraction legitimately residing and doing business in the state must be harassed.


“But there are criminal elements that we must not allow, and the criminal elements are those who said they are IPOB members. Federal government has proscribed them, I have proscribed them” he said .


He called on the people to defend the territory of Rivers State and ensure no part of the State is annexed by a criminal organisation or terrorist organization.
“We cannot allow it. All our vigilantee groups must be encouraged. Everybody must be at alert. Work with the security agencies to make sure nothing call IPOB exist in this state. No procession. Not even a meeting anywhere. Identify where they hold meeting” he said


Rivers State Commissioner of Youth Development, Hon. Ohia Prince Obi, lauded the governor for interfacing with the youths as this will give them a sense of belonging in the affairs of the State.


The chairman, National Youth Council of Nigeria in Rivers State , Chijoke Ihunwo, appeal to Governor Wike for clemency for wanted , Stanley Mgbere, who led IPOB members to attack the palace of the king of Onne, was rejected.

Our work in supporting elections across Africa continues to be a priority and we’ve dedicated unprecedented resources to these efforts both locally and globally, with protecting election integrity at the center of this work. This update provides an overview of our ongoing work in reducing misinformation (https://bit.ly/34gOfh8) and removing voter suppression, preventing election interference, supporting civic engagement and increasing transparency in political advertising.

Here’s what you need to know about some of the steps we’re taking:

Combating Misinformation and False News
We’re working hard to fight the spread of misinformation on our services because we know that people want to see accurate information on Facebook and Instagram – and so do we. Our updated policies allow us to remove misinformation which could lead to imminent violence or physical harm, and also remove misinformation which could prevent people from voting, such as false news related to the dates, location, time, and voting methods. Over the past year we’ve expanded our work with independent fact-checking organisations (https://bit.ly/31Mtd8z) across Africa to review and rate the accuracy of content shared on Facebook and Instagram. We work with organisations such as Dubawa, Africa Check, Pesa Check, AFP, Congo Check and France 24 – all of which are certified by the International Fact Checking Network. The program now covers 18 countries across Sub-Saharan Africa and also supports local languages such as Swahili, Wolof, Igbo, Yoruba, Zulu and Setswana.

Boosting Digital Literacy and Helping People Spot False News
We want to make sure people can spot false news and know how to alert us about it. That’s why we continue to run campaigns focused on providing educational tips on how to spot false news like ‘Three Questions To Help Stamp Out False News’ (https://bit.ly/34jWQje). These campaigns are supported in local languages and run across both local radio and on Facebook. We are also continuing to run education ads focused on hate speech, how it’s defined and actions users can take.

Making Political Ads More Transparent
We believe political discussion and debate should be transparent to every voter, which is why over the past few years we’ve introduced tools that provide more information about political ads on Facebook and Instagram. Since launching our political ads transparency tool in 2019, we’ve expanded this to cover a number of countries across Sub-Saharan Africa. We encourage anybody who wants to run ads about elections or politics to go through a verification process to prove who they are and that they live in the country they are targeting, and in a growing number of countries across Sub-Saharan Africa we have made this process mandatory. We run additional checks to ensure compliance with our policies, and every political ad is labelled with a “paid by” disclaimer so you can see who paid for them. We also store all political ads in our Ads Library (https://bit.ly/31ujnI9) so that everyone can see what ads are running, who saw the ads and how much was spent. These changes mean that political advertising on Facebook and Instagram is now more transparent than other forms of election campaigning such as billboards, newspaper ads, direct mail, leaflets or targeted emails.

Promoting Civic Engagement
Helping to build informed and civically engaged communities is central to our work around elections. For example, in countries like Ghana, Ivory Coast and Guinea we’ve engaged in conversations with civic stakeholders such as the Electoral Commissions and civil society organisations to focus on how Facebook can be a positive tool for civic engagement and the steps they can take to stay safe while using our platforms. We’ve also conducted virtual trainings on ads enforcement and civic engagement with political parties in these same countries. We continue to roll out a number of products and features across Facebook and Instagram, including Election Day reminders at the top of Facebook’s News Feed to encourage people to vote, and Security Megaphones to remind page admins of political groups to further secure their accounts using Two-Factor Authentication​ (https://bit.ly/2Hlc2DK). We’ve also trained parties, and candidates on security best practices, and how to avoid common threats online.

Keeping People Safe
Keeping people safe on Facebook and Instagram is always our top priority and this is especially important during elections. Since 2016 we have tripled the size of the teams working on safety and security to more than 35,000 people. We’ve hired more systems engineers, security experts and content reviewers, including native language speakers in Swahili, Amharic, Zulu, Somali, Oromo and Hausa, to name a few examples. We’ve also pioneered the use of artificial intelligence to find and remove harmful content more quickly. Between April and June of this year we removed (https://bit.ly/37tP73T) over 15 million pieces of graphic and violent content globally, detecting over 99% proactively, before anyone had to report it.

Our efforts to keep people safe also include using different tools to mitigate harmful content from certain accounts and as hate speech evolves. To further limit the spread of potentially inflammatory content, we continue to temporarily demote content in the News Feeds of users in Ethiopia, and other countries across Africa if it comes from those who repeatedly and severely violate our policies, whether or not those repeat violators are located in the country.

As we do in other languages, we’ve also started using our technology to stay ahead of new trends in hate speech in Amharic and Oromo. We identify new forms of potentially violating speech that hasn’t yet been reviewed for possible removal from our platform and demote this content to reduce the risk of it going viral or inciting violence or hatred, taking local context into account.

Our Partnerships with NGOs and Civil Society
Alongside our local experts on the continent, we continue to work on-the-ground with NGOs and civil society across many African countries to enable us to better understand challenges and how we can tackle them more effectively. This work continues to be instrumental, with local partners giving us feedback that we incorporate into our policies and programs.

We’re committed to making Facebook and Instagram places where people feel safe, can access accurate and transparent information and, most importantly, make their voices heard.

NCC Grants MTN, 9mobile Approval for National Roaming Service

The Nigerian Communications Commission (NCC) has granted approval for two mobile network operators (MNOs) to carry out trial on National Roaming Service for a period of three months, commencing from August 1, 2020 and to end by October 31, 2020.

The two telecoms companies are Mobile Telecommunication Network (MTN) Nigeria and the Emerging Markets Telecommunication Service Limited (EMTS), trading as 9Mobile in Nigeria.

With this approval EMTS and MTN are expected to configure their networks to begin test and simulation for customer experience. The trial approval covers a few local governments, designated as the National Roaming geographic area, in Ondo State.

Roaming Service enables a mobile subscriber to automatically make and receive voice calls, send and receive data, or access other services when travelling outside a particular network geographical area by utilising the network coverage of other networks with roaming arrangements to access service.

According to the Executive Vice Chairman (EVC) of NCC, Prof. Umar Garba Danbatta, the primary objective of the National Roaming Service trial is to encourage network resource sharing among operators.

He said this will lead to operational expenditure (OPEX) optimisation and capital expenditure (CAPEX) efficiencies leading to freeing up of resources to expand mobile network coverage to unserved and underserved communities across the country, which will lead to improved Quality of Service (QoS) delivery to subscribers.

“The successful implementation of the trial will enable EMTS subscribers to access MTN network service within the National Roaming trial geographical area without the need for an MTN Subscriber Identification Module (SIM) card,” Danbatta said.

The Hon. Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim Pantami, agencies under the Ministry and industry stakeholders have re-emphasized their unflinching commitment to support the drive by the Federal Government to leverage Information and Communication Technology (ICT) to transform Nigeria into a fully digital economy.

The renewed commitment was made at the maiden edition of Digital Nigeria Day (DND) 2020 hosted by the Federal Ministry of Communications and Digital Economy at the NCC’s Communications and Digital Economy Complex, Mbora, Abuja on Saturday, October 24, 2020.

Addressing industry stakeholders at the event with the theme: ‘Digital Economy : A new Frontier for Economic Prosperity’, Pantami stated that, following the name change of the ministry to reflect the new vision of the Federal Government for a truly digital economy, the Ministry, in collaboration with its agencies and industry players, have worked tirelessly to develop policy document in this direction.

The Minister cited the World Economic Forum (WEF) report, which documents the huge economic potentials of digital economy, adding that based on this, the Ministry has developed the National Digital Economy Policy and Strategy (NDEPS) 2020-2030, the Nigerian National Broadband Plan (NNBP), 2020-2025 and several other policy initiatives to ensure effective digitisation of the Nigerian economy both from public and private sector perspectives.

Pantami, who listed the various initiatives his Ministry has embarked upon in the last one year said “Our efforts have culminated in impressive 17 per cent ICT contribution to the country’s Gross Domestic Product (GDP) by the second quarter of 2020,” adding that this is a testament to ongoing effective implementation of the digital economy policies already put in place.

He said some of the challenges in the industry are being collaboratively addressed with emphasis on provision of digital skills to Nigerians and ensuring the citizens are protected online in line with our mandates as a Ministry.

He, however, stated that the digital economy as s sector could be contributing as much as 45 per cent to GDP, considering that services in other sectors are being digitised leveraging on the ICT infrastructure.

While thanking the agencies under the Ministry and industry stakeholders for their support so far, the Minister restated his commitment to continue to work in synergy with relevant stakeholders across Federal, State and Local governments towards effectively transforming Nigeria into a truly-digital economy.

In their goodwill messages, the heads of agencies under the Ministry, including the Executive Vice Chairman of Nigerian Communications Commission, Prof. Umar Garba Danbatta; Chief Executive Officer, Galaxy Backbone, Prof. Muhammed Abubakar; Director General, National Information Technology Development Agency (NITDA), Kashifu Abdullahi; Director General, National Identity Management Commission (NIMC), Dr. Aliyu Abubakar; Chief Executive Officer, Nigeria Communications Satellite Limited (NIGCOMSAT), Dr. Abimbola Alale and the Director General, Nigeria Postal Services (NIPOST), Dr. Adebayo Adewusi, restated their resolve to work with the Ministry towards achieving the digital economy vision of the Federal Government.

In particular, Danbatta, being the Co-Chair, organising committee for the event, thanked the Minister for his pragmatic leadership, which is enhancing the performance of the ICT industry in Nigeria. “We are confident that achieving targets of the digital economy policy and broadband policy will help us achieve increased digital access, reduce digital divide, enhance digital culture and ultimately ensure the realisation of a knowledge-based economy for the country,” Danbatta said.
