The Executive Vice Chairman/CEO, National Agency for Science and Engineering Infrastructure (NASENI), Mr. Khalil Suleiman Halilu, has said that achieving the Agency’s goals require a high level of professional proficiency and technical expertise in procurement management. This call, Halilu said, is essential in order to achieve the overall mandate and goals of the agency.

In his welcome address at the opening of ceremony of the 2024 three-day in-house training for procurement officers and other participating staff from NASENI system-wide, which commenced on Tuesday in Abuja, he stated that the Agency wanted to be the best in everything it does in order to deliver quality services to achieve the overall goals of Mr. President’s Renewed Hope Agenda.

The EVC/CEO while highlighting the importance of the training, said it was designed to equip officers involved in procurement with the professional capacity needed to manage NASENI’s procurement processes effectively and in full compliance with the Public Procurement Act 2007.

While assuring that NASENI was committed to complying with everything outlined in the Act, he said “the importance of the workshop cannot be overstated, particularly for newly hired or deployed officers. It is essential that incumbent officers are trained and retrained to align with NASENI’s vision and mandate.”

He admonished participants to put into practice what they would learn in their daily work to make a difference in how they carry out their roles and responsibilities, he urged them to take the training serious and gain from the extensive knowledge and experience of the resource persons, leading to improved service delivery.

Also, in his keynote address Ag. Director-General, Bureau of Public Procurement (BPP), Barr. Olusegun Omotola represented by the Director of Training, Dr. Adebowale Adedokun, said NASENI has a crucial role in national infrastructure development thus building skills and competencies are critical for the execution of transparent and efficient public procurement which guarantees good value for money.

He noted that every government agency must comply with the Secretary to the Government of the Federation (SGF) Circulars on procurement plans and procurement records and that no procurement process could commence without properly approved procurement plan via the use of the NOCOPO system and must have a full-fledged procurement department/unit/division manned by BPP trained/certified officers.

In addition, he urged NASENI to be very thorough and careful in the discharge of its responsibilities in the public procurement process with the highest sense of accountability, ethics and integrity, saying it is expected that at the end of the training, all factors militating against effective performance of procurement related activities and budget implementation would have been addressed.

 

 

A On October 10, 2024, the Court of Appeal, Abuja Division, dismissed the appeal filed by the Governor of Rivers State, His Excellency, against the earlier judgment of the Federal High Court in suit No. FHC/ABJ/133/CS/2023. The case, which revolved around the defection of members of the Rivers State House of Assembly, has been a focal point of political tension in the state since late 2023.

The legal saga began on October 30, 2023, following a failed attempt to impeach the Governor. This event led to a division within the Rivers State House of Assembly, resulting in the formation of two factions. One faction, led by Martin Amaewhule, filed suit No. FHC/ABJ/1613/CS/2023 on November 29, 2023, seeking judicial intervention.

On December 11, 2023, Amaewhule and 26 other members of the Assembly defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC). According to Section 109(1)(g) of the Nigerian Constitution, their defection triggered an automatic loss of their seats, as the law states that no court order is required to enforce this provision.

Despite the political turmoil, the Governor proceeded with presenting the 2024 Appropriation Bill to the House of Assembly on December 13, 2023. At the time, Rt. Hon. Edison Ehie was recognized as the Speaker of the House. The bill was passed into law and became the 2024 Appropriation Law, a state law under the jurisdiction of the High Court of Rivers State.

Following the crisis, the President of Nigeria intervened, urging all parties to withdraw their court cases to foster peace. While the Governor complied and withdrew his suit (FHC/ABJ/1613/CS/2023), Amaewhule and his faction did not. They continued their legal battle and eventually obtained a judgment in their favor against the Governor.

In the aftermath of the Court of Appeal’s dismissal of the Governor’s appeal, misinformation has spread suggesting that Amaewhule and the defected members remain legitimate members of the Rivers State House of Assembly, with Amaewhule as Speaker. This narrative, however, is inaccurate. The issue of defection was not under consideration by the Federal High Court or the Court of Appeal. Instead, the legal dispute focused on the 2023 Appropriation Law and whether the National Assembly should take over legislative functions in the state.

In response to the ruling, the Governor has instructed his legal team to appeal the decision to the Supreme Court and seek a stay of execution to preserve the current situation. He has also urged the citizens of Rivers State to disregard misleading information being circulated.

The Attorney General and Commissioner for Justice of Rivers State, D.I. Iboroma, SAN, reaffirmed the Governor’s stance, assuring the public that the legal process will continue as the Governor seeks further redress.

 

Matawalle Condemns Amaechi for Inciting Violence: “Stop Weaponizing Our People’s Pain”

The Minister of State for Defence, Dr. Bello Muhammed Matawalle, MON, has issued a strong rebuke to former Minister of Transport, Rt. Hon. Rotimi Amaechi, accusing him of inciting violence and unrest in the country. In a statement released on Friday, Dr. Matawalle warned Amaechi against making inflammatory remarks that could destabilize the nation’s peace and security.

Dr. Matawalle expressed concern over Amaechi’s recent comments, calling them reckless and irresponsible. He emphasized that at a time when President Bola Ahmed Tinubu is working to address national challenges through various reforms, it is dangerous for anyone to exploit the current situation for political gain.

“It is absurd, preposterous, and shameful for anyone, especially a former public servant of Amaechi’s standing, to incite Nigerians against their own government,” Dr. Matawalle said. “President Tinubu is making progress, and such rhetoric only serves to disrupt the peace we are trying to maintain.”

The Defence Minister reaffirmed the government’s commitment to protecting the security of all Nigerians and warned that any attempts to incite violence would be met with swift action. “We will not allow anyone to fuel violence or manipulate the struggles of our citizens for selfish reasons,” Matawalle stated, adding that this serves as a final warning to Amaechi and his supporters.

Matawalle urged Amaechi to work with the government in its efforts to move the country forward, rather than making what he described as “myopic assertions.” He concluded by reiterating the government’s resolve to maintain national stability and ensure the safety of its citizens.

During his security engagements in Sokoto State on Friday, 11th October 2024, Dr. Matawalle witnessed the handover of critical military assets and received operational briefings on recent successes in the fight against insurgency.

At the Sokoto State Government House, the Honourable Minister oversaw the formal handover of 10 operational vehicles to military forces, including 8 Buffalo trucks and 2 Toyota Hilux, generously donated by the Sokoto State Government.
