The Association of Telecommunications Companies of Nigeria (ATCON) is pleased to announce its plan to host the maiden edition of Virtual Structured Engagement with Key Stakeholders in the Nigerian Telecom & ICT Sector on the New National Broadband Plan 2020- 2025 with a theme – Realizing the new set target of 70% of Broadband Penetration slated for Thursday, March 25, 2021.

The buy-in of the various sub-groups under the membership of ATCON would be leveraged upon to ensure and guarantee that the new Nigerian National Broadband Plan 2020-2025 is adequately positioned to deliver its ultimate purposes for the generality of Nigerians more quickly and strategically. Traditionally, ATCON as an organization usually gives its members the opportunity to review and provide insightful approaches and solutions along with Ministry, NCC, NITDA and State Governments as to what needs to be done to support various programmes and projects that are earmarked for the successful implementation of the previous National Broadband Plan under past ministers.

Strategic Objectives

  1. To compliment the various strategic activities already embarked upon by the Ministry of Communications and Digital Economy.
  2. To achieve the set target of Broadband penetration in Nigeria with great speed.
  3. To leverage on the wide spectrum of ATCON sub-group for effective participation in the new Nigerian National Broadband Plan 2020-2025 by giving them the opportunity to access the plan and suggest various ways to speed up the realization of the established target by the government.
  4. To serve as a veritable platform to galvanize the needed input that reflect the thinkings of the telecom and ICT sector.
  5. An opportunity to review the relevance of the Nigerian policy environment vis-a-vis the telecom operating environment.

Dr Isa Ali Ibrahim Pantami, Honourable Minister, Federal Ministry of Communications and Digital Economy, is expected to deliver the Principal Keynote Address on “Enhancing the contributions of sub-sector in the Nigerian national broadband plans through enabling policies” while Prof Umar Garba Danbatta, EVC/CEO, Nigerian Communications Commission (NCC); Mr Kashifu Inuwa Abdullahi, Director-General/CEO, National Information Technology Development Agency (NITDA) and Engr Aliyu Aziz Abubakar, Director-General/CEO, National Identity Management Commission (NIMC)would share their respective commissions and agency’s perspective via a paper presentation on “Aggregating the potentials of the sub-sector to meet the new broadband set target of 70%”.

Each sub-sector is seen as an integral part of the entire ecosystem of the Nigerian telecom and ICT sector hence, selected representative of various subgroups would be expected to make a presentation on how the new National Nigeria Broadband Plan 2020-2025 is impacting the subsector and list what can be done to make the plan realizes its set target on or before the stated period. Some of the sub-sectors/sub-groups that their inputs would be collated which are germane to the implementation of the new Nigerian National Broadband Plan 2020-2025 are Towers/Base Stations Providers, MNOs, Over The Top (OTT) Players, Value Added Services Providers (VAS), Metro-Fibre Operators, Submarine/Undersea Cable Operators, Internet Services Providers (ISP) – Wholesale Segment, Data Centre Operators, Internet Services Providers (ISP) – Retail Segment, Digital Skills/Capacity Building, FINTECH/e-Commerce Operators, Cloud Computing, Manufacturers’ Representative, Satellite Operators, eGovernment Services Providers and Equipment Dealers. We are confident that this special engagement would enable us to carry out the industry mapping with respect to the new Nigerian National Broadband Plan 2020-2025.

This very important strategic and flagship event would serve as a veritable platform for the key stakeholders in the telecom and ICT sector to brainstorm and proffer solution for the realization of the new set target of 70% of Broadband Penetration more expediently.

FG Lauds Citizens, Extends NIN-SIM Linkage Deadline by 8 Weeks

The ongoing National Identification Number (NIN) and Subscriber Identity Module (SIM) integration exercise has been extended by 8 weeks, with a new deadline of April 6, 2021.


This message was conveyed by the Honourable Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim (Pantami) during the meeting of the Ministerial Taskforce on NIN-SIM registration held on February 1, 2021. Dr Pantami stated that the extension is to give Nigerians and legal residents more time to integrate their NIN with the SIM.

The meeting was chaired by the Honourable Minister and attended by key stakeholders, including the EVC/CEO of the Nigerian Communications Commission (NCC), DG/CEO of the National Identity Management Commission (NIMC), DG/CEO of the National Information Technology Development Agency (NITDA) and the Chairman of the Association of Licensed Telecommunications Operators of Nigeria (ALTON). Others include the MD/CEOs of MTN, Airtel, 9Mobile, Ntel, Spectranet and SMILE, as well as the Chief Operating Officers (COO) of Globacom.

It was reported that a total of 56.18 million NINs have been collected by the mobile network operators. Each NIN is usually tied to an average of 3 to 4 SIMs and this infers that the current figure accounts for a significant portion of the existing SIMs. This number of NINs collected represents a significant increase when compared with the 47.8 million reported by the Technical Committee on January 18, 2021.

Furthermore, over 1, 060 registration centres for NIN have been activated and made operational by NIMC across the country, while Mobile Network Operators (MNOs) have opened hundreds of centres and are rapidly deploying resources to open thousands of other NIN enrolment centres across states of the country. This is in line with the policy of the administration of President Muhammadu Buhari to enhance security and make the process of obtaining NINs easier for Nigerians.

The CEOs of the telcos and the Chairman of the ALTON commended the Honourable Minister for his stellar leadership and commitment to the rapid development of the sector.


Dr. Pantami reiterates the need for Nigerians and legal residents, who are yet to register for the NIN, to be diligent and take advantage of the extension to enrol for their NIN and link with their SIMs. It would be recalled that the 4th of February, 2020 was the initial date of the commencement of the National NIN-SIM Registration Policy.

The Federal Government of Nigeria applauds all Nigerians and persons of other nationalities for their understanding, cooperation and for enthusiastically participating in the exercise. The Honourable Minister also commended the efforts of NIMC, NCC, MNOs and all other relevant government and private sector organisations for their unflinching support towards the success of the exercise.

President Muhammadu Buhari has expressed his satisfaction with the progress made regarding the NIN-SIM linkage and commended the Honourable Minister and all stakeholders for their roles. He encouraged citizens to take advantage of the extension to fully participate in the

The Honourable minister implores applicants to follow the safety guidelines at all the NIN enrolment centers and ensure compliance with the booking system in place. This protocol is in line with the Executive Order on COVID-19 2020 signed by President Muhammadu Buhari on the 27th of January 2021, in keeping with the provisions of the Quarantine Act 2004.

It is noteworthy that Sections 27 and 29 of the NIMC Act 2007 provides for the mandatory use of NIN for transactions, including application and issuance of a passport, opening of personal bank accounts, purchase of insurance policies, voter registration, obtaining credit, among others.

Prince Tony Momoh, the celebrated & cerebral Yerima of Auchi Sacred Kingdom and one of the leading lights of the ruling APC departs this earth for the great beyond about 03.00pm on February 1, 2021. He would have clocked 82 on April 27, 2021.

The Yerima of Auchi Kingdom of the class of 1966, Jackson College of Mass Communications, UNN, was former Minister of Information, and much later, he was elected as the Chairman of PMB’s Congress Progressive Change (CPC), one of the legacy parties that fused to become the All Progressives Congress (APC). It was on record that Prince Momoh has been working closely with PMB over the years when he (PMB) was a serial loser in the presidential elections in 2003, 2007, and 2011 general elections until 2015 when lady luck smiled on him to become the President of Nigeria.

He has had action-soaked years across the spectrum of mass communications
as well as the political landscape.

In his tribute to Prince Momoh, President Muhammadu Buhari affirmed that he “will always be remembered for his unalloyed support for the truth that culminated in the
electoral victory of 2015.”

But does Prince Momoh see himself as a professional politician? Not really. Rather, he believes he was a professional in politics.

The Prince was an embodiment of honour, honest, humility and highly reputable as incorruptible.

He was a mentor to a legion of media professionals.
He has distinguished himself as a mandarin in the mass media.

Among all the Editors of the Daily Times, he was the first and only to be made Editor of the daily paper through examinations.

The first and only Editor to take the Senate of the Federal Republic to court over press freedom. In 1981 the Senate led by Joseph Wayas summoned Prince Momoh for contempt. This caused a major legal battle in which Prince Momoh successfully argued that as a journalist he was empowered by the constitution to hold government accountable at all times.

Going by the frequency with which he churns out books, perhaps, there is hardly any journalist in the country that has written as many books and journals as Prince Momoh had done.

Back in Time

After obtaining his Teachers Grade three and two certificates as well Ordinary and Advanced Level General Certificates in Education and acquiring teaching experience for several years, he was began his journalistic career in the Daily Times as a Sub Editor trainee in 1962.

Thereafter, he trained in Mass Communication at the Jackson College, University of Nigeria, Nsukka (UNN), 1964 – 1966, a degree which he later completed at the University of Lagos (UNILAG) because of the Civil War in the country at that time. He also read law at University of Lagos (UNILAG) and was called to the Bar in 1975.

Upon returning to the Daily Times, he rose rapidly through the ranks and subsequently, to the pinnacle of the profession when he was appointed the Minister of Information & Culture 1986 – 1990.

He served on the Boards of Nigeria Airways, the Nigeria Media Merit Award (NMMA), the Nigerian Press Council and African Refugees Foundation.

He was a fellow of the Commonwealth Journalists Association and the Nigerian Guild of Editors.

Prince Momoh was born into the royal family of Auchi Sacred Kingdom, Edo State, on April 27, 1939 as the 165th child of Momoh the First. The Monarch had a family of 47 wives and 257 children which is regarded as one of the largest organized families in the world.

The Yerima was married to Janet and they are blessed with four successful children.

He recalled that the late Chief Anthony Enahoro was one of those he admired in his younger days and decided to name himself ANTHONY. Besides, as was the vogue, youths used to have fanciful names in addition to their birth names. Some of his brothers were named Highbred, Darlington, King, Washington, Kessington etc. But in fact, the Yerima’s real name at birth was SULEIMAN. His religion? He is a very prominent Cross Bearer of the Grail Movement.

Abia State Government wishes to condemn in its entirety the recent destruction of farmlands by cows grazing openly in violation of extant laws of the state and Nigeria.

It also condemns, without reservations, the activities of criminal herdsmen suspected to have masterminded recent brazen kidnap of innocent citizens around Abia North Senatorial Zone of the State.

Consequently, Governor Okezie Ikpeazu has directed security agents in the state to bring to justice all those involved in the criminal activities.

Government also frowns seriously at the wanton destruction of cows by yet to be identified individuals whose aim is to exacerbate already existing tensions.

Government has fully activated all relevant components of the state security architecture to ensure the safety of lives and property of law abiding citizens, residents and visitors to the state.

We therefore call on the people to go about their legitimate businesses without fear as government is on top of the situation and will spare nothing in protecting Abians.

It well known that Industrialization generates employment opportunities, provides educational opportunities, encourages advancement and innovation, and better utilizes resources. All of these benefits and more make industrial development extremely valuable to a population and the local economy.

Before now Imo State was known for some of its industries and a place where industrialization was the mainstream of the state’s economy. During these periods, the state witnessed the influx of industries and investors who were ready to partner with the state Government in siting industries. It was in the wake of the industrialization era that the state gave birth to its industries such as Adapalm, Imo Standard Shoes, Nsu ceramics at Ehime mbano amongst many other things.

Over the years emerging problems like lack of proper funding, non payment of workers salaries, lack of modern day equipment, disadvantageous privatization and other irresponsible Government policies further grounded the activities and operations of these industries and thereby making them moribund. Yet, successive administrations yielded not to the desires of getting our industries to work again or better still champion the cause for new ones.

Suffice to say that no industry or investor can work or invest in an area where there is no good road network and constant power supply as these are indices that promotes industrialization anywhere in the world. The issue of bad road in the state has been a predominant and a reoccurring trend which grossly affected the growth of our industries and further dissuaded the industries from going into large production as both the buyer cannot access the industry and vice versa. Ordinarily, the constant use of generator(s) in an industry usually amounts to a high level of expenditure on the purchase of fuel and this is usually done from the income accrued to the industry which reflects on the prices of commodities thereby making it uneasy for an average man to pay for such services and goods from the industry.

Previous administrations decided to settle for the less by only depending on FG monthly allocation and meagre IGR to run the state and her economy forgetting that the economic growth provided by industrial development is a well-sustained growth that can transform an economy. Industrial growth and economic growth go hand in hand. Economies thrive when an industry is growing because a growth in the industry means more jobs, more money, and more opportunity.

Fast forward to the present Shared Prosperity Government of Governor Hope Uzodimma, he understands that industrial growth is not just a thing of the past, It is as relevant today as it ever was and will boost the IGR of the state with multiplier effects on the economic sustainability plan of the State Government in line with the 3R mantra initiative.
Governor Hope Uzodimma has again shown his readiness to restore the lost glory of the State as a hub of industries by trying to revitalize the existing ones and attracting investors to invest more through the industrial clusters initiative, payment of workers salaries, purchase of modern equipment, good management and well articulated Government policies.

Both existing and new industries can now strive in the state as the present administration has given a facelift to all the roads in the state. This cuts across both the rural and urban roads and has enabled businesses and industries to meet their target markets and the cost of transportation is very much favorable for industries and companies to operate on.
By the recent breakthrough of the State Government in the area of power supply through the coordinated efforts of the Transmission Company of Nigeria(TCN), Niger Delta Power Holding Company(NDPHC) and the Rural Electrification Agency of Nigeria, the epileptic power supply is of the past and won’t affect the smooth running of industries neither will it scare investors from setting up industries in the state.

The Shared Prosperity Government of Senator Hope Uzodimma knows that progress is propelled by industrial development and for the state to progress, it must be in a geometrical fashion that will industrialize the state for the advantage of Ndi Imo at home and in diaspora which can be boldly said that Governor Uzodimma is the defending champion of industrializing Imo state plan amongst other past Governors of the State and this we can’t thank him enough for it.

Determined by his vision to include Nsukka in the world map of history with a landmark edifice, Governor Ifeanyi Ugwuanyi of Enugu State, on Tuesday, inspected the site for the construction of an iconic roundabout and tower, located at the popular Opi Junction, about 12km from the University of Nigeria, Nsukka (UNN) Campus.

Gov. Ugwuanyi who was accompanied by his Commissioner for Works and Infrastructure, Engr. Greg Nnaji, the Controller of Works, Federal Ministry of Works and Housing, Engr. Femi Oyekanmi and the Airspace, Manager, Nigerian Airspace Management Agency (NAMA), Akanu Ibiam International Airport, Enugu, Iliya Yohana, disclosed that the major purpose of the inspection tour was to obtain approval from the two federal agencies for the commencement of the all-important project.

Gov. Ugwuanyi explained that the roundabout and tower will be a deserving identity of Nsukka, stressing that the second largest city in Enugu State, which was hitherto neglected, truly deserves major facelifts in terms of infrastructural development.


“We called NAMA to approve this project because of the height of the tower, to ensure that it won’t be an obstruction to flights”, he explained.

The governor who was received by jubilant crowd including the Chairman of Nsukka Local Government Area, Hon. Barr. Cosmas Ugwueze, members representing Nsukka East and West constituencies in the State House of Assembly, Rt. Hon. Chinedu Nwamba and Hon. Emma Ugwuerua respectively, his Special Adviser on Project Development and Implementation, Engr. Dr. Mrs. Obiageli Abba, the Chairman, Enugu State Internal Revenue Service, Prince Emeka Odo, Arc. Chris Offor, Dr. Dan Shere, Hon. Ogbo Asogwa, Traditional Rulers from Opi communities, a delegation from Odinma Nsukka, among others, thanked members of the State House of Assembly for approving the project and other special interventions for Nsukka zone, in the 2021 budget.

Gov. Ugwuanyi also thanked the stakeholders of Nsukka zone, especially the owners of the land where the roundabout and tower will be sited, the Federal Controller of Works, Ministry of Works and Housing, Odinma Nsukka, the youth, among others, for granting approval for the commencement of the project.

Reiterating his resolve to serve Enugu State with the fear of God, Gov. Ugwuanyi pledged to continue to deliver on his promises to the people of the state in spite of various challenges confronting the nation.

Earlier in his speech, the State Commissioner for Works and Infrastructure, Engr. Nnaji, revealed that the project is contained in 2021 budget.

On his part, the Controller of Works, Federal Ministry of Works and Housing, Engr. Oyekanmi, who endorsed the construction of the roundabout and tower, commended Gov. Ugwuanyi for seeking the assessment and approval of the Ministry and NAMA before the commencement of the project, stressing that such approach “is novel”.

Also speaking, the NAMA Airspace Manager, Yohana, equally applauded Gov. Ugwuanyi for seeking the agency’s approval, stating that “we will look at the technical drawings and give the necessary advice”.

The Council Chairman, Hon. Barr. Ugwueze, the two lawmakers, Rt. Hon. Nwamba and Hon. Ugwuerua, the traditional ruler of Agu Opi autonomous community, HRH Igwe Pius Agbo, representatives of Odinma Nsukka, on behalf of the people of Nsukka zone and Opi communities, expressed their profound gratitude to Gov. Ugwuanyi for initiating the project, which they said will go a long way to decongest traffic and place the area in the world map of history with a unique and deserving identity.

Against the earlier projected Tuesday 2nd February opening for the Third Mainland Bridge as a result of the casting of the expansion joints, work has now been completed and the bridge would, therefore, be open a day earlier to vehicular movement, which is by midnight today, Sunday 31st January 2021.

The earlier movement arrangements of 12.00a.m for Lagos Island-bound motorists and 12.00p.m for Mainland bound motorists subsist.

Lagos State Government expresses gratitude to Lagosians, especially those affected by the closure for their understanding, assuring that the Babajide Sanwo-Olu-led administration will continue to drive infrastructural growth in the State.

The government hereby appeals to residents for cooperation as all other ongoing rehabilitation projects will be completed in a very short while. The benefits, including safety, are for all and sundry.

COVID-19: LAGOS EXTENDS WORK FROM HOME DIRECTIVE TO PUBLIC SERVANTS ON GRADE LEVEL 14, BELOW

Lagos State Governor, Mr. Babajide Olusola Sanwo-Olu has extended the work from home directive to all State Public Servants on Grade Levels 14 and below from Monday, 1st February to Friday, 26th February, 2021.

A statement signed by the Head of Service, Mr. Hakeem Muri-Okunola noted with concern that pockets of Coronavirus infections had been observed among Public Servants in the State.

Muri-Okunola stated also that the directive is in line with the Presidential Order on Coronavirus Disease (COVID-19) Health Protection Regulations which states inter-alia that: “At all gatherings, a physical distance of at least two metres shall be maintained at all times between persons” and that “no gathering of more than 50 persons shall hold in an enclosed space, except for religious purposes, in which case the gathering shall not exceed 50% capacity of the space”

While advising staff to stay safe by observing all COVID-19 protocols such as the use of face masks, physical distancing and regular washing of hands with soap and water as well as the use of hand sanitisers, Muri-Okunola reiterated that the directive excludes Essential Duty Staff, First Responders, as well as Officers saddled with assignments in the weekly Duty Rosters of their respective Ministries, Departments and Agencies (MDAs).
The Head of Service enjoined all Accounting Officers are to ensure strict adherence to all directives aimed at guaranteeing physical distancing in the workplace.

Governor Fintiri Rejoices With Archbishop Filibus @61Adamawa State

Governor, The Rt.Hon. Ahmadu Umaru Fintiri has congratulated the President of the Lutheran World Federation and Archbishop of the Lutheran Church of Christ in Nigeria, The Most Reverend Dr Musa Panti Filibus on his 61st birthday.

Rejoicing with the foremost Cleric at 61, Governor Fintiri described him as a Priest who has always promoted peace and encouraged inter-faith harmony, urging him to keep up the good work. The ATM Governor praised Archbishop Filibus’ impeccable track record as a Priest and administrator, describing his background as Africa Area Secretary and later Director Mission Development at the Lutheran World Federation Geneva as well deserved.

Governor Ahmadu Umaru Fintiri noted that “Archbishop Filibus brought the graces of holiness, humour and humility to his ministry in the Church, including at the Lutheran World Federation where he serves as President of the fellowship.

The Rt.Hon. Ahmadu Umaru Fintiri also commended the tremendous role the Archbishop is playing towards the growth of the Lutheran Church in Nigeria in particular where he consistently availed of his wisdom and wealth of experience especially during difficult moments.

He said “His broad vision made him comfortable in World of ecumenical and inter-faith relations at the same time that his acute awareness of the people in front of him made him a sensitive pastor and a mentor”.While wishing him well in his new age, the Governor also prayed God to grant him good health and more wisdom as he continues to serve God and humanity.
