LASBCA DEMOLISHES UNAPPROVED BUILDING AT ILUPEJU

The Lagos State Building Control Agency (LASBCA) has again reiterated the State Government’s commitment to zero-tolerance for unapproved and haphazard building construction in the State.

Speaking during the demolition of a building at Olutunda Street, off Ade Akinsanya Street Ilupeju, Lagos on Monday, the General Manager of the Agency, Arc. Gbolahan Owodunni Oki, said the building in question was identified by a team of LASBCA monitoring officers in August 2020 and all efforts by the Agency to prevail on the recalcitrant owner to follow due process and best practices, in consonance with the directive of the Agency, proved abortive.

“The illegal structure which has no building approval was built on a drainage channel, wall fenced with no airspace. The building had previously been served all statutory enforcement notices in line with the Lagos State Urban and Regional Planning Development Law of 2010 with no response from the owner/developer, hence the Agency had to remove the building”, Oki said.

The General Manager emphasised that the decision was taken after a thorough engineering appraisal and monitoring of the building by the Agency to ensure a better physical planning environment for sustainable development and averting needless loss of lives and property.

He added that the demolition is a signal to any would be recalcitrant developer who circumvents Government rules and regulations of the law, stressing that the structures shall be removed by the Agency and the cost of removal shall be borne by the owner.


While noting that people have shown disregard for State laws on building construction in the past with worrisome resultant effects, Oki appealed to building owners and developers to desist from starting building projects without obtaining necessary building approvals.


He insisted that building owners/developers should seek authorisation from LASBCA, hire the services of relevant building Professionals, speak to safety and test their building materials before commencement of building construction, subject to the type of structures they are putting in place, to make the buildings safe, secure and fit for habitation.

President Muhammadu Buhari has asked the Senate to confirm Mr Abdulrasheed Bawa as substantive Chairman of the Economic and Financial Crimes Commission (EFCC).


In a letter to President of the Senate, Ahmad Ibrahim Lawan, the President said he was acting in accordance with Paragraph 2(3) of Part1, CAP E1 of EFCC Act 2004.

Bawa, 40, is a trained EFCC investigator with vast experience in the investigation and prosecution of Advance Fee Fraud cases, official corruption, bank fraud, money laundering, and other economic crimes.

He has undergone several specialized trainings in different parts of the world, and was one of the pioneer EFCC Cadet Officers in 2005.

Bawa holds a B.Sc degree in Economics, and Masters in International Affairs and Diplomacy.

Speaking on the birthday, Festus, thee husband to the celebrant enumerated the great qualities that Joy Valarie has brought to his life. In his words he said “I am delighted to have known Valerie, ever since we have been together, for over a decade and half, it has been a pleasure and blessing. She has brought succor, comfort and happiness in our home. Apart from being the valentine day, I think that it is a day I have set aside to say to my loving wife that “I love you.”

With a lot of people pouring encomiums on the celebrants, one of them is Chief Okosisi, he said that ” as a father, that have come to realise what it meant to have a good wife and I see a good lady when I know one. Valarie is a good woman. ” He encouraged the couple to always be committed to each other and keep the flame alive.

Taking to the social media(Facebook) the Imo state government said that they have put all the machinery in motion to ensure that the state pays minimum wage. This is coming in a time that the state that has been known as civil service state is in fire need of cash…

In his post he said ;

We have activated the full implementation of the N30,000 new minimum wage in Imo State, as approved by the Federal Government.

This is in fulfillment of the promise I made to Imo workers.

While this new development is still being debated by some States as to whether to pay or not, even as others are still negotiating a reduction with accompanying excuses, we have since commenced its implementation with effect from January 2021.

Despite the drop in inflows and revenues, we have since taken the bull by the horn in making sure that Imo State is placed on the map as very labour-friendly.

It is imperative to note also that as at today, no civil servant in Imo State is earning less than N30,000 monthly – this is after tax deductions must have been made. And this explains that a worker can still receive his or her minimum wage of N30,500 after legitimate taxes must have been deducted and paid.

The payment process as agreed by the organized labour will be made in phases. Phase 1 will capture workers from levels 1-7 while the next phase will start from levels 8-17. This is to uphold transparency which has been our guiding watchword, which we always stand by as a responsible government.

This is therefore a confirmation of the implementation of the 2021 budget of Wealth Creation which captures the payment of the minimum wage to Imo workers and by extension a calculated move to ensure that the expenses incurred by Imo workers are commensurate to their salaries at the end of the month and this alone is a fulfillment of the shared prosperity ideology of the present administration.

It may be recalled that since the inception of the shared prosperity government, we have shown much concern to the welfare of Imo workers through the prompt payment of salaries, revamping of the state secretariat, getting rid of ghost workers, provision of free buses to carry imo workers to and fro, training of workers in ICT and their overall welfare which has brought about high productivity in the sector.

NITDA, NNPC-RTI TO FOSTER DEVELOPMENT OF EMERGING TECHNOLOGIES

The Director General of the National Information Technology Development Agency, Kashifu Inuwa Abdullahi has proposed strategic initiatives in strengthening the collaboration with the Research, Technology and Innovation division of the Nigerian National Petroleum Company (NNPC) to achieve a sustainable digital economy in preparation for the fourth industrial revolution.

The DG made this known yesterday when he led members of management team of NITDA to the NNPC Corporate Headquarters where he met with the Research Technology & Innovations team headed by the Chief Information Officer, Mrs Betty A. Ugona.

He said the aim of the visit was to review collaborative initiatives the two agencies are working on and to further deepen their relationship by harnessing thoughts and creative ideas. He said the purpose of the collaboration between two organizations is to identify their different mandates and seek solutions collectively to achieve these mandates.
Abdullahi stated that for any innovative tech company to thrive, it needs to be actively involved in the technological ecosystem and have a good relationship with the relevant stakeholders. The DG highlighted the stakeholders which are the Universities where human capital that seek raw ideas are groomed, the Corporate bodies like NITDA and NNPC who absorb these human capital from the universities and develop the ideas, the Entrepreneurs who process the ideas and evolve it, the Risk Capitals who basically fund the conceptualization of these ideas and lastly, the Government who come as intervention in terms of policies, infrastructure and enabling environment to actualize these ideas.
The DG said it was necessary to join all these stakeholders together in a connective web and platform to improve digital technology which was why the agency engaged the Mass Challenge, a global, zero equity startup accelerators in the United States of America that will collaborate and strengthen innovations from the technological ecosystem. The Director General mentioned that although the agency is collaborating with the Nigerian Export Promotion Council, the Central Bank of Nigeria among many others who have grants for startup innovations, their engagement with the Mass Challenge is also an avenue to gain support through startup innovation funding.

The DG mentioned that collaboration with the Research Technology and Innovations unit of the NNPC will align them with all the advantageous strategic innovations the agency is working on and all other services the National Centre for Artificial Intelligence and Robotics will be offering. He emphasized that collaborating with them as a stakeholder in the innovation ecosystem will enable an alignment with the NCAIR’s Research and Development innovations which will help them diversify their revenue streams.
He reiterated that the collaboration between the two organizations coupled with the engagement with Mass Challenge will institutionalize a platform in which Nigerian technology experts all over the world can come together to share innovative ideas and consequently help build an enviable and globally recognized digital nation.

Mrs Betty Ugona thanked the NITDA Director General and the management team for the much appreciated working visit to the organization.

She said that the Research Technology and Innovations unit of the NNPC which was created June 16, 2020 is saddled with the mandate of championing research technology so as to touch lives of every citizen and also shift the organization’s perspective from Research and Development into a wider innovative perspective.

She stated that unit has been having challenges within the system and from stakeholders and they have been working on ideas to identify solutions. She however stated that she is highly optimistic that with the extensive strategic collaboration with NITDA, their mandates will be achieved efficiently.

WHAT WE ARE DOING TO STRENGTHEN DIGITAL ECOSYSTEM IN NIGERIA- DG NITDA

The Director General of the National Information Technology Development Agency (NITDA), Mallam Kashifu Inuwa Abdullahi (CCIE), said that the Agency is implementing key policies to harness the Nigeria Digital Ecosystem.

He made this known at a webinar session organised by the Abuja Chamber of Commerce and Industry (ACCI), in collaboration with the National Association of Software and Service Companies in India (NASSCOM).

The DG noted that the collaboration is an amazing opportunity in creating a viable ICT market and digital economy in both Nigeria and India. He spoke on the theme; “Nigeria-India Partnership towards a Structured ICT Market and Digital Economy”.

“We hugely invest in four areas to strengthening our tech innovation ecosystem; these are Human Capital Development, Infrastructure, Demand Creation and Funding for Startups”.

The NITDA DG further corroborated his claims by stating that Lagos alone has more than 400 startups valued at over $2 billion.

“At NITDA we focus on creating market for digital economy through implementing groundbreaking initiatives to create innovation ecosystem and entrepreneurial capacity in our country” said the DG.

This, according to the NITDA boss, is in line with the presidential mandate given to the Ministry of Communications and Digital Economy.

“My Honorable Minister, Dr Isa Ali Ibrahim (Pantami) has been working effortlessly to lower internet cost and deepen our broadband penetration as well as to make sure all Nigerians have digital ID that is; the National Identification Number (NIN)’’

He further stated that Nigeria is leading in terms of Foreign Direct Investment (FDI) in the technology sector. He attributed this to the nation’s population and volume of usage.

“We have the largest young population, Internet users and mobile subscriptions, and we are second-highest tech-startup density on the continent.” added the DG.

He explained further that with Nigeria’s population both countries have promising potentials to create and capture value in the digital economy.

According to NITDA DG, Nigeria is towering the same line with the Indian tech sector on this positive trajectory. He identified three distinctive attributes that fostered the growth of ICT in India; firstly, lowering the cost of mobile data, secondly, implementing a national identification program to provide a digital identity for all, and thirdly, embracing digital payments. He added that the Nigerian government is vigorously implementing similar policies to structure its ICT Market and Digital Economy.

Mallam Abdullahi believes that Abuja is becoming an emerging tech hub and having a viable innovation ecosystem in Abuja is critical to digital economy market creation in the city and Nigeria at large. He is optimistic that this partnership will focus on the opportunity to learn from India to build the Nigerian market and create prosperity for its citizens.

The DG of NITDA charged the collaborating team to ensure the partnership is geared towards enhancing Nigeria’s digital economy. He was also confident that Nigeria has a competitive edge to compete with any country globally.

While commending the efforts of the ACCI and NASSCOM for the opportunity they are opening up to Nigerians, the DG said he believes that the partnership will help strengthen our digital ecosystem and create prosperity for our country.

The Director General of the National Office for Technology Acquisition and Promotion (NOTAP), Dr Dan Azumi Mohammed Ibrahim, in his goodwill message, expressed optimism that the collaboration would enable sustainable development, and reduces the level of illiteracy to its barest minimum in the country.

Engr. Olanrewaju Onigbogi, Head ICT Department M- P Infrastructure reiterated the NITDA DG’s submission that ICT has evolved in Nigeria. He also agreed that the use of ICT has helped organizations achieve growth, making them efficient, effective, innovative, and globally competitive.

The event also featured other participants who contributed to related topics. They, however, highlighted some limitations inhibiting the growth of ICT in Nigeria as, inadequate infrastructure (Electricity), inconsistent and unpredictable regulatory regime on ICT related business, inefficient use of data, data analysis, and business intelligence tools.

The Director General, National information Technology Development Agency (NITDA), Mallam Kashifu Inuwa Abdullahi CCIE has said that a nation can only prosper when it creates strong technological ecosystem, which is a common feature among innovative countries.

The DG stated this on Thursday, at the Agency’s Headquarters, when he received a delegation from the Association of Telecommunications Companies of Nigeria (ATCON) led by the president, Dr Ikechukwu Nnamani.

The DG observed that even though it was reported that Nigeria spends more on telecommunications services beyond what is spent on food and health, still more needs to be done to grow the sector.

He emphasised that Federal Government is providing enabling environment in terms of policy, guidelines and regulations by involving relevant stakeholders to achieve the three key focus areas that drive digital economy. The focus areas, he said, are; lower Internet and connectivity, digital identity and digital payment system.

He noted that these and other initiatives are being worked on by the Honourable Minister of communications and Digital economy, Dr Isa Ali Ibrahim (Pantami).

The DG particularly noted that the Honourable Minister is working at top speed to address the challenges that may impact on the smooth operation of the broadband policy and the rights of way.

The NITDA boss also urged the leadership of the ATCON that as the umbrella body of the entire critical stakeholder in the telecommunication Industry, to ensure that Nigeria’s drive to a digital economy is achieved and achieved fast.

Speaking earlier, the President of ATCON, Ikechukwu Nnamani, hinted that the organisation promotes convergence of technology and services and its membership profile is made up of indigenous and multinational telecommunications and ICT companies operating in Nigeria.

He therefore sought for all possible collaborations with NITDA given its unique place not only as the agency in charge of regulating Information technology in Nigeria, but also the agency to drive and deepen information technology in the country.

ATCON is a professional non-profit umbrella organisation of telecommunication companies in Nigeria, formed by technocrats in the industry to facilitate and accelerate growth and development of the Nigerian telecommunications industry.

Lagos State Deputy Governor, Dr. Kadri Obafemi Hamzat, has described the late first Civilian Governor of the State, Alhaji Lateef Kayode Jakande as an embodiment of all positives.

The Deputy Governor stated this during a special fidau prayer in honour of the late former Governor held at the Ilupeju residence of the deceased.

While noting that it is a bit tough describing him, the Deputy Governor stated that Alhaji Jakande was a great man who cared and served his people meritoriously when he had the opportunity to serve.

He said, “Baba Jakande was just an example of what all of us should aspire to be. A great man, humble, selfless, loyal, and dedicated. So, he is an embodiment of all the positives. A great man that served his people when he had the opportunity to serve. A man that cared for the people and a fantastic journalist”.

Signing the condolence register, the Deputy Governor wrote, “Baba was a great leader in the State of Lagos. The developmental strides put in place is unprecedented and a greater leader in Nigeria. A thorough-bred Awoist and man of the people”.

He added that there was a need for political leaders in the country to emulate him by being humble and loyal to the country.

Recalling his personal encounter with the late Alhaji Lateef Kayode Jakande, Dr. Hamzat said Baba showed up at his graduation at the University of Ibadan in 1986.

Also present at the special fidau prayer were children of the deceased, former Governor of Ogun State, Sen. Ibikunle Amosun and his wife Olufunsho; former Lagos State Deputy Governor, Prince Abiodun Ogunleye; former Chairman, Amuwo Odofin Local Government, Comrade Ayo Adewale and Permanent Secretary, Office of the Deputy Governor, Mrs. Yetunde Odejayi amongst others.

The Abuja Zonal Office of the Economic and Financial Crimes Commission on Thursday February 11, 2021, at the Wuse 2, Abuja honoured deserving staff and units for outstanding performance in 2020.

The event attended by heads of units, sections and team leaders was presided over by the Zonal Head, Ahmad Sa’ad Abubakar.

In his remarks, Sa’ad noted that the occasion was to appreciate the achievements of staff of the zone in 2020 despite the challenges of the Covid-19 pandemic. “Let me use this forum to appreciate and thank every staff for their efforts in striving to meet the Commission’s objectives despite all we went through last year.

“You have shown dedication, resilience and done so well, that out of the 14 zones, we emerged the 3rd best in recoveries despite the limitations of the lockdown”, Sa’ad said.

He presented, to the admiration of personnel, the award given to the Abuja Zone by the acting Chairman, Mohammed Umar Abba.

Subsequently, letters of commendation were presented to the Heads of Sections and Units in appreciation of their hard work in 2020. Cybercrime Section was presented with a plaque for having the highest convictions, while Counter Terrorism and General Investigation (CTGI) Section received theirs for recording the highest recovery.

The National Executive Council of the Association of Telecommunications Companies of Nigeria (ATCON), led by its President, Engr. Ikechukwu Nnamani today paid a familiarization visit to the Communications and Digital Economy Complex, Abuja to formally introduce the newly elected officials of the association to the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami.

The ATCON delegation was also at the Honourable Minister’s office, Dr Pantami to express appreciation for the commitment and determination he has shown in addressing issues affecting the industry which has led to the industry’s growth and development since assumption of office.

“This strategic courtesy visit is put together to demonstrate the respect that we have for you and your office as records are there to show that the development of the sector is highly paramount in your strategic plans”, the ATCON President said.

Engr. Nnamani added that “Challenges that have plagued the industry for a very long time are now being addressed by you and your team. Notable among this is the progress made in the NIN, ROW, NNBP, and digitization of the economy. More recent is the groundbreaking of the National Digital Innovation and Entrepreneurship Centre in Abuja”.

The President further informed the Honourable Minister of the resolution of the NEC to work with the ministry towards sustaining the high performance already being exhibited.

On his part, Dr Pantami appreciated the association for the working visit and notified them that all his doors are wide open to attend to them on all official matters requiring his attention.

The Minister further caution the association not to compromise the resolution of the NEC on Right of Way levy and stated that when any challenges are being encountered, his attention should be immediately called upon for intervention.

Lateef Kayode Jakande: 1929-2021!

I find it most intriguing when the political elite, in their usual vainglorious exhibitionism, come with their hackneyed effusive praises when leaders like Alhaji Lateef Jakande die. It is more confounding in the case of the venerable Baba Jakande, who personified service.

Here was a man who set an example in public service, first as Governor of Lagos State and later Minister of Works and Housing, that will ever remain a reference point for generations to come. The same Yoruba political establishment, which he served with his entire career as a journalist and politician, went after him with unspeakable viciousness for stepping out of line to serve in Abacha’s Military Government between 1993-1996.

The media and intellectual wings of the Yoruba political establishment were unforgiving and sought to obliterate his undoubted contributions. It was as if he had committed a mortal sin and he had done no good. It didn’t matter any good he did with his office as Governor of Lagos and Minister of the Federal Republic.

One fact of history that has deliberately been distorted for decades is the Lagos Metroline project initiated by the Jakande administration in Lagos. The most popular narrative till date is that the Buhari-led Military administration cancelled it. Those who peddle this narrative usually do not remember that Buhari was not the President or Head of State when Jakande was Governor. The project didn’t get Federal Government Sovereign Guarantee from the Shagari’s NPN government because of adversarial relationship between President Shagari and Governor Jakande. For the four years and three months the Second Republic lasted, Jakande’s UPN and Shagari’s NPN were maniacally antagonistic.

Politicians from both sides in Lagos didn’t help matters and wouldn’t even cooperate on anything as long as it is perceived it will give the other party political advantage. Shagari’s NPN Minister of Works, Dr. Wahab Dosunmu, who was from Lagos, and other NPN chieftains from Lagos frustrated the Metroline project too. They got President Shagari not to sign off on the sovereign guarantee the project needed. The fact that Jakande, for over four years, also didn’t cultivate Shagari as the President of Nigeria, in obedience to his party’s official and unstated anti-Shagari posturing, did not help matters.

Jakande was a disciplined party man who would not do anything against party lines even when it was not prudent to do so. Lagos Metroline project would have taken off well before the military took over in December 31, 1983 if both sides had played developmental politics.

Interestingly, Air Commodore Gbolahan Mudashiru, the military Governor who took over after Jakande saw the need to continue with the project but Nigeria was already in a very bad economic situation with a biting foreign exchange crisis. The Buhari military administration refused to take on fresh foreign loan obligation as a result of the economic crisis even with Mudashiru’s best effort to proceed with the Metroline project. In a way, Jakande’s politics against the party in power then came in the way of the Metroline project. Can anyone honestly blame Jakande for being a true party man? Despite his devotion to his South West progressive camp he was still treated as an outcast post-Abacha regime.

The South West progressive camp operates like a mafia. They dispense the power of political life and death. LKJ almost never recovered from the savagery he was subjected to, just because he acted differently in a time of June 12 political crisis.

He is no more now. Those who fought him to death will seek to outdo themselves with tributes and press statements. Already, eulogies are everywhere from the same people that almost eclipsed him. Suddenly, everyone now remembers all his good deeds.

The lesson from the death of this noble statesman and towering political figure should be tolerance. Leaders and followers at all levels should be more accommodating. Good deeds should always count for something. Any little misstep should not be enough reason to cast away and demonize. Jakande’s contemporaries within the SW political fold were too eager to throw him under a moving train.

Sadly, the younger generation with their woke culture are threading the same ruinous path. There is a new cancelling culture that is creeping in on us. Nobody wants to cut any slack again for another person’s mistake or error. It is now kill, destroy, demolish for every misstep regardless of obvious redeeming features. The current generation of leaders should be better than our forebears. We must learn from their mistakes and resolve to do much better.

Adieu LKJ! You served Lagos and Nigeria well.

NCC Alerts on Cloned Facebook Account

In the course of its regular online surveillance aimed at protecting telecoms consumers and industry stakeholders, the Nigerian Communications Commission (NCC) has discovered a spurious Facebook Account purporting to be that of the Commission. We have since contacted Facebook Team to take down the fake account.

The fraudulent Facebook account with the name: “Nigerian Communications Commission – NCC – Info Zone” was opened by unidentified individuals, ostensibly to deceive and defraud unsuspecting members of the public, some of whom, as NCC believes, may have inadvertently signed on to the fake Facebook account.

It is important to emphasize that the official, authentic and verified Facebook account of the Commission is: “NIGERIAN COMMUNICATIONS COMMISSION” with over 192,193 followers and the Commission strongly advises the general public and telecom consumers to beware of this cloned Facebook account, as the NCC has no affiliation whatsoever with it.
