EFCC, UniAbuja to Enhance Training in Forensic Science

The Executive Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa today April 1, 2021 pledged to enhance the collaboration between the Commission and the University of Abuja in developing postgraduate programnmes in Forensic.

He made the pledge in his office while receiving a delegation from the University of Abuja led by the Vice Chancellor, Professor Abdulrasheed Na ‘Allah.

According to the EFCC Chair, the changing trend in criminality makes it is imperative for the agency to improve the capacity of its officers. “It is our desire that our officers are up to date as you are aware that crime is changing and evolving and the world has turned digital; everything is on the internet and there is the need to know new trends coming up and we hope that the collaboration through the establishment of different programmes will yield results in combating corruption”, he said.

The EFCC boss however commended the long standing relationship between the EFCC and the University of Abuja, particularly the affiliation of the EFCC Academy to run specialized postgraduate programmes in Forensics.

He further assured that the EFCC will do everything possible, including upgrading the facilities at the EFCC Academy, to ensure the success of the programmes. In his words, “we are looking forward to having e- classes where training can be held online without necessarily being physically present considering the present circumstance of the world”.

In his remarks, the Vice Chancellor of University of Abuja, Professor Abdulrasheed Na’Allah commended the Executive Chairman for his dedication to overcoming the scourge of corruption. “This moment is very significant because it is not for any reason that you have been selected; you fit the challenge this nation is facing”.

All aspects of our nation including economic, security, social political, see the job of the EFCC as an area everyone ought to support and that is why we stand by the Commission,” he said.

While expressing his delight at the collaboration between EFCC and the University in the area of Forensic Science, Prof. Na ‘Allah noted that the partnership is one whose time has come. “This is a collaboration that should have been done a long time ago; we cannot move forward except our manpower is trained to be the best and we hope to have exceptionally talented staff”.

Professor Na ‘Allah further disclosed that apart from the EFCC, the University has opened discussion with an Indian University to become part of a tripartite partnership in running the specialized programme of Forensic.

The Chief of Army Staff( COAS), Lieutenant General Ibrahim Attahiru, said his vision will rebuild the Nigerian Army into a formidable force that will defeat all adversaries.

He made this pronouncement during the opening ceremony of the combined COAS First Quarter Conference and Nigerian Army Operations Retreat 2021 held at Army Headquarters Command Officers Mess 1, Abuja.

The COAS said the event which is his maiden conference since his appointment as COAS will offer ample opportunity for participants to brainstorm and interact on the state of affairs of the Nigerian Army with a view to reviewing NA activities for the first quarter and planning for operational commitment in the second quarter of the year.

The COAS added that he took over the mantle of leadership of the NA at a very critical period when the nation is facing daunting security challenges but assured Nigerians that the Nigerian Army under his leadership will continue to decisively deal with all security challenges currently confronting the nation. “I and my colleagues took over command of our respective services at a very critical period due to daunting security challenges. In line with President Muhammadu Buhari’s directives and my intent to rebuild the Nigerian Army into a formidable force , I conceived the vision of having “A Nigerian Army that is Repositioned to Professionally Defeat all Adversaries in a Joint Environment”.

“To breathe life into this vision, I released my Command Philosophy which has Readiness, Capacity, Continuous Leadership Development and duty to control as cardinal pillars”

He promised to build on the dependability of the Nigerian Army to accomplish any mission tasked in line with norms enshrined in our values and ethics. The COAS lauded the initiative of the first ever Nigerian Army Operations Retreat as part of activities for the First Quarter Conference 2021 which according to him will provide a platform to reassess the threat environment and review ongoing operations of the NA with a view to identifying gaps that could be addressed in the planning and conduct of future operations.

Lieutenant General Attahiru further stated that Nigerian Army under his watch will remain resolute in decisively dealing with threats against the Nigerian state. He then charged commanders to key into his command philosophy in order to ensure operational and administrative deficiencies become a thing of the past in all formations and units of the NA. He revealed that President Muhammadu Buhari will provide combat enablers to the NA that would enhance and boost operations.

”As I speak, we will soon be receiving combat enablers that would enhance and boast our operations. Concerted effort is also being made to eliminate the threat of improvised explosives devices which has been a major impediment to troops and operations in Operation LAFIYA DOLE.

I have approved the purchase of spare parts and directed all damaged and serviceable equipment in the theatre to be back-loaded for immediate repairs. I want to assure you that I am determined to rebuild the fighting skills, capacity, confidence and moral of the troops”, he said.

He thanked President Muhammadu Buhari for his unrelenting support to the Nigerian Army and pledged unalloyed loyalty to the Constitution of the Federal Republic of Nigeria and to the President, Commander-in-Chief, President Muhammadu Buhari.

Present at the event are the Chief of Defence Intelligence, Principal Staff Officers from Defence and Army Headquarters, Corps Commanders, General Officers Commanding, very senior officers both serving and retired among others.

Miracle Investment Promoter Bags 70-Year Jail Term in Sokoto

Justice Bello Duwale of the Sokoto State High Court, sitting in Sokoto on Thursday, April 1, 2021, convicted and sentenced a fraudster, Hamzat Muhammad Bashar to Seventy years imprisonment without an option of fine for obtaining Twenty Nine Million Eight Hundred and Sixty Five Thousand Naira (N29, 865, 000.00) by false pretence.

He was arraigned, by the Sokoto Zonal Office of the Economic and Financial Crimes Commission, EFCC, on November 7, 2019 on a 12-count amended charge, bordering on conspiracy and obtaining money by false pretence.

Count one of the charge reads: “That you Hamzat Bashar Muhammad, Hindatu Bashar (Now at Large) and Hamga Investment Resources Limited sometimes within the months of June to December, 2018 at Sokoto within the Jurisdiction of this Honourable Court, with intent to defraud, did obtain the total sum of N23,760,000 (Twenty Three Million Seven Hundred and Sixty Naira) from Hadiza Aliyu (for herself and other victims) when you falsely represented yourselves to her, to be running a genuine business investment of Gold and Herbs, a pretence you knew to be false and thereby committed an offence contrary to Section 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offences Act of 2006 and punishable under Section 1(3) of the same Act.”

He pleaded not guilty to all the charges, which necessitated his trial.

Prosecution counsel, Habila Jonathan, in the course of the trial called ten witnesses and tendered several documents to prove the case against the defendant..

Delivering judgment today, Justice Duwale ruled that the EFCC has proved its case beyond reasonable doubt; convicted the defendant on counts 1, 2, 3, 5, 6, 7, 8, 9, 11, and 12, and sentenced him to seven years in prison without an option of fine on each of the 10 counts, which will run concurrently.

In addition, the Judge ordered the convict to restitute the total sum of N29, 135,000 (Twenty Nine Million One Hundred and Thirty Five Thousand Naira) to the victims through the EFCC.

Basha’s trouble started when the Commission received a petition by one Imran Ahmed and several other victims, alleging he had defrauded them to the tune of N29, 865,000.00 (Twenty Nine Million, Eight Hundred and Sixty Five Thousand) in a phony investment scheme in which they were promised 20 percent returns on investment every month and dividends at the end of the year.

But after investing various sums of money, they neither received the 20% returns nor got any dividends.

The Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami, FNCS, FBCS, FIIM, chaired the meeting of the Ministerial Task Force on the NIN-SIM data linkage.  

The meeting was attended by key stakeholders, including the EVC/CEO of the Nigerian Communications Commission (NCC), DG/CEO of the National Identity Management Commission (NIMC), DG/CEO of the National Information Technology Development Agency (NITDA), Chairman of the Economic and Financial Crimes Commission (EFCC), Representative of the Comptroller-General of the Nigeria Immigration Service (NIS) and the Chairman of the Association of Licensed Telecommunications Operators of Nigeria (ALTON).  Others included the NCC Executive Commissioners Technical Services and Stakeholder Management, MD/CEOs of MTN, Airtel, EMTS (9Mobile), NTEL, Spectranet and SMILE, as well as the COO of Glo.

The meeting took place on Thursday, April 1, 2021 and an approval was given to extend the period of the NIN-SIM linkage to the 6th of May, 2021. The request for the extension was presented to President Muhammadu Buhari and he endorsed it.

Based on the updates of the NIN-registration process, over 51 million people have been assigned NINs.  There are many people, who have enrolled and are in the process of being assigned NINs. With each individual having an average of 3 to 4 SIMs, the total number of SIMs tied to NINs would be close to the total number of registered SIMs in the country.  

The current number of monthly enrolments has increased significantly to about 2.6 million registrations.  There has also been a remarkable increase in the number of enrolment centres across the country with about 3,800 centres available for enrolments. There are also many more new centres in the pipeline.

The Chairman of the EFCC addressed the meeting and stated that the NIN-SIM linkage would support the Federal Government in checkmating the activities of fraudsters and cybercriminals.  

The Honourable Minister noted the importance of obtaining feedback from all stakeholders in order to ensure that the NIN-SIM linkage process is one that cannot easily be compromised.

Dr. Pantami wishes to thank Nigerians for their patience and compliance with the Federal Government’s directive on the NIN-SIM registration exercise.  He reiterated government’s commitment to continually taking decisions aimed at easing the pains of the citizens with regard to issues related to NIN and SIM registration.

In line with its mission to create an enabling environment where Nigerians develop, adopt and derive value from digital technology, the Director General, National Information Technology Development Agency, NITDA, Mallam Kashifu Inuwa Abdullahi, CCIE, affirmed that the Agency has initiated series of programs that support women and youth empowerments towards digital economy.

This declaration was made, on behalf of the DG, by Dr Aristotle Onumo, Deputy Director, Corporate Planning and Strategy, at the launching of Women and Youth Export Facility (WAYEF) organized by the Nigerian Export–Import Bank, NEXIM, with the theme: ‘Unlocking Export Market Opportunities for Women and Youth’.

Speaking at the event, the Honourable Minister for Women Affairs, Dame Paulen Talen, confirmed that the ministry would continue to work with NEXIM by challenging all the factors confronting women empowerment.
The launching of WAYEF as a credit line in promoting the SMEs and particularly the women and young entrepreneurs with interest in exporting local and indigenous content across the world also aligns with NITDA’s programme of capacity building.

In recent past, NITDA has conducted trainings for women in ICT, Digital Capacity Development Programme for Artisans to promote digital economy (for the youth) and other skill empowering programmes to drive the digital economy.

These programmes have taken place in different locations within the country. Women were trained in the use of ICT in Ekiti, Gombe, Jigawa and Nasarawa states while youths were trained in Delta, Imo, Osun, Kogi and Niger States respectively.

Recently the National Centre for Artificial Intelligence and Robotics was commissioned to cater for the trainings of individuals and SMEs in different ICT programmes within FCT.
In commemoration of the celebration of the International Women day the DG NITDA, speaking from the digital perspective, subtly mentioned that the first programmer of the world is a woman, named Ada Lovelace, an inspiration for young women in IT sector.
While launching the product, Hon. Stella Okotete, Executive Director Business Development of NEXIM, highlighted the features of the WAYEF. She stated that this credit line is available to all Nigerians who are willing to export Nigerian local products across the world.

She also asserted that beyond the facility, they also provide advisory services issue, export insurance, etc. “With the adequate documentation you will get the facility within 30 days and the interest rate has been dropped from 9% to 5% for those who would access the line before February 2022 she said.

Currently Governor Mai Mala Buni is constructing the first phase of 3,600 housing units across Yobe state. Work is at finishing stages for 1,800 units, or 50 percent of the total, built across the 17 local government areas. The houses are built in two-bedroom and three-bedroom apartments and each three-bedroom unit and occupy 800 square meters of land while each two-bedroom unit was allocated 600 square meter.

While flagging off the project in 2019 Govenor Mai Mala Buni pointed out that; “As we all know, shelter is a basic human need. Everyone needs a roof over their heads, a place they can call home. Along with other important human needs such as clean water and sanitation, healthcare, security, etc, shelter plays an important role in achieving peace and prosperity. This is why the Yobe state government is keen to ensure that on a continuous basis, our people have access to safe and affordable housing,” he said.

It will amount to redundancy to try explaining the importance of shelter to human beings. It is quite obvious that life, for every human being cannot be fulfilled without shelter. In Nigeria housing remains a problem for so long. It is estimated that Nigeria has a deficit of 17 million houses as of August 2012 and requires 700,000 houses annually compared to less than 100,000 currently being constructed, according to National Bureau of Statistics (NBS)

Housing gives children in low-income households the opportunity to improve and succeed academically, maintain their health and well-being, and achieve financial success later in life, while reducing costs to society in the long term. Therefore, it s commonly accepted that the well-being of both individuals and families is substantially affected when the need for satisfactory housing is not met.

It is widely established that; a safe, decent, affordable home is fundamental to a family forging a path out of poverty. Decent and affordable shelter is intricately woven into better opportunities for children and their parents. When the housing problem is addressed, families find better health, more financial freedom, independence, and a stability and security that far too many families simply can’t achieve without a helping hand.


The need for affordable housing is immense, and the lasting impact it can have on homeowners and their families is undeniable.

Prioritizing housing is set to be a permanent feature of the government of Governor Mai Mala Buni. It is also a way of reducing the housing deficit and enhancing the living condition of the people.

LASRO HOLDS STAKEHOLDERS FORUM ON RESILIENCE ACTION PLAN FOR AJEGUNLE-IKORODU COMMUNITY

Lagos State Resilience Office (LASRO), on Tuesday, held a stakeholders’ forum on Resilience Action Plan that would address the myriad of challenges confronting Ajegunle-Ikorodu Community in Lagos.

The Chief Resilience Officer for the State, Dr. Folayinka Dania, explained that the plan was developed by LASRO in collaboration with the Centre for Housing and Sustainable Development, University of Lagos and the members of Ajegunle – Ikorodu Community as well as Heinrich Boll Stiftung Nigeria.

According to her, the Action plan categorised as immediate, medium and long term will change the entire architecture and landscape of the Ajegule-Ikorodu Community for the better, stressing that it was developed based on a community participatory approach and will be fully implemented with the support of all relevant stakeholders.

She said the purpose of the forum was to deepen discussions on the plans and also get the buy-in of all relevant stakeholders that would be instrumental to the realisation of the Resilience Action Plan, noting that LASRO has a mandate to ensure that the resilience action plan is implemented in tandem with the Greater Lagos Vision of the present administration.

Her words: “We are willing to ensure this project sees the light of the day. That is why we have decided to bring all the relevant Ministries, Departments and Agencies (MDAs) in connection with the project together, alongside the representatives of the affected community, in order to ensure the successful implementation of the plan in the short, medium and long term”.

She listed Lagos State Water Corporation, Ministries of Education, Wealth Creation and Employment, Women Affairs and Poverty Alleviation, Physical Planning and Urban Development, Environment, Works and Infrastructure among MDAs that must work hand in hand for the successful implementation of the Ajegunle – Ikorodu community resilience action plan.

Mrs. Taibat Lawanson, an Associate Professor, Urban Planning, at the University of Lagos, who is also the Resilient lead for the urban resilient working group centre coordinating the Ajegunle-Ikorodu Community Resilience Action Plan, commended the support received so far from the Lagos State Government and the University community in respect of the project.

Lawanson said, “This forum, essentially, crystallised what the Lagos State Government meant about the word ‘AJUMOSE’, as development is about cooperation where everybody has to contribute meaningfully to achieve the set objective”.

Also, Dr. Basirat Oyalowo, a researcher with the University of Lagos and Centre for Housing and Sustainable Development, noted that collaboration is important to effect the changes desired in the communities and the State as a whole.

She stated that it can no longer be the norm for the communities to think they can solve their challenges without involving the relevant Ministries and Agencies, stressing that it is now necessary for agencies to bring their collective expertise to the table in order to address community problems.

Oyalowo noted that the development of the resilient plan is to bring the Academia, Government, Civil Society Groups and Community Leaders together under the same roof to talk about the issues affecting society before the eventual presentation to all stakeholders and the community.

NCC Open to Innovations, Strategic Collaboration for Human Capital Development – Danbatta

The Executive Vice Chairman (EVC) of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta, has emphasised that the Commission will always be open to ideas, innovations and meaningful collaboration with strategic institutions for the development of human capacity in Nigeria.

Danbatta stated this while addressing the management of Nile University of Nigeria, when they paid a courtesy visit to the Commission’s Head Office in Abuja recently.

The university delegation had requested for the courtesy visit principally to seek areas of collaboration with the Commission towards enhancing knowledge creation in the country.

Speaking during the visit, Director, Human Capital and Administration at NCC, Usman Malah, who represented the EVC, stated that one of the cardinal pillars underpinning the Commission’s Strategic Management Plan is strategic partnerships with relevant stakeholders, through mutually-sustainable collaborations.

According to Malah, as different sectors of the nation’s economy struggle to overcome the temporary challenges occasioned by the COVID-19 pandemic, the Commission will continue to build the necessary relationships and also institute measures that will enhance the performance of critical stakeholders in different sectors of the Nigerian economy.

“The Commission will remain fully committed to ensuring synergy, through its strategic collaborations with relevant stakeholders, such as the Nile University of Nigeria, in order to ensure that the overall socio-economic development objectives of the Federal Government of Nigeria are met,” Malah said.

Earlier, the Vice Chancellor of Nile University, Prof. Osman Aras, who led the delegation, said the institution is seeking public-private partnership and synergy with NCC, as it has done with other government institutions, with a view to enhancing human capital development in the country.

Specifically, Aras said the university will like to sign a Memorandum of Understanding (MoU) with the Commission in future to improve academic curriculum, promote student internship and mentorship, organise joint seminars and workshops, amongst others.

“As a private university with limited resources, we believe we need to work together because without synergy with public-sector institutions and critical stakeholders such as NCC, we would not be able to achieve our goal of producing highly-skilled labour required for Nigeria’s rapid economic development,” he said.

Responding, Malah affirmed that the University’s interest in strategic collaboration with the Commission is laudable and consistent with the vision plan of Prof. Danbatta, pledging to convey their aspiration to the EVC for consideration.

Stop the abuse of roads, FG appeals to road users

The Federal Government has appealed to road users to stop the misuse of roads as it threatens their safety and leads to unnecessary loss of lives and properties. The Director of Highway Construction and Rehabilitation in the Federal Ministry of Works and Housing, Engineer Funsho Adebiyi made this appeal while speaking to some correspondents in Abuja on the state of federal roads.

Adebiyi speaking specifically on the Enugu – Onitsha expressway complained that drivers were using pavements of the highways which are being mistaken for a third lane while heavy duty trucks park on them sometimes for days to carry out maintenance work and change diesel thereby pouring some on the roads, a practice which he described as a threat to the safety and life span of the roads.

Engineer Adebiyi said, “The Heavy duty trucks park on the shoulders of the road and carry out maintenance work thereby spoiling it. The parking on the road is a threat to the safety of our roads, in addition our people still over speed.”

The Director pointed out that from the reports of the Federal Road Safety Commission reckless driving accounts for about 35% of road accidents while bad roads account for only 1.3%.

Engineer Adebiyi said when the roads were bad people were clamouring for the repairs but now that they are being fixed, over speeding, overloading and reckless driving have become threats to life.

The Director also spoke on the misconception by some members of the public that the Umuomi – Awka road in Anambra State was a 3 carriageway. He explained that what makes it look like a 3 carriageway was the pavement which had been redesigned to strengthen the shoulders of the road into hard core due to heavy duty trucks plying the road. Engineer Adebiyi said “Because of the heavy duty trucks that pass there we now redesigned the pavement so that the shoulders are now hard core.” “They are designed to carry the same weight as the 2 carriageway.”

He further said, “What we have in the current situation is that the drivers now run on the shoulder but as they approach the flyover, it closes down into 2 lanes, they don’t realize that what they were using was not actually a carriageway but a shoulder and erroneously conclude that the Engineers were reducing the width of the road to 2 instead of 3 carriageways.”

The Director who also noted that people were complaining that the pavement was not marked said binders are not marked until pavement is completed just as a house is not painted until plastering is done. He explained further that the reason why the pavement is opened for use even as work is yet to be completed is to ensure smooth traffic flow and test running of the under laying materials while using it so that if there is any error it would be detected and promptly corrected while the engineers were still there.

He disclosed that the Ministry was taking steps to do the shoulder markings, adding that a mini speed breaker would also be put in place to check over speeding.

Engineer Adebiyi said that the Federal Ministry of Works and Housing had projects in virtually every section of the trunk A roads which run across the country with Engineers in each of the sections working simultaneously. He added that every state of the Federation had a Federal Controller of Works who reports to the Zonal Controller who in turn reports to him, adding that the structure allows steady delivery of work.

FG Committed To Comprehensive Reforms Of Nigeria Police -Dingyadi

The Honourable Minister of Police Affairs, Mr. Muhammad Maigari Dingyadi has reiterated the commitment of the Federal Government to continue with the comprehensive reforms of the Nigeria Police.

He stated this at the Biennial Sultan Maccido Institute for Peace, Leadership, and Development Studies held at the Faculty of Sciences, University of Abuja Tuesday, March 30, 2021.

In his keynote address read by the Permanent Secretary, Ministry of Police Affairs, Mr. Tope Fashedemi, the Minister pointed out that Nigeria Police would be enhanced with modern technology, capacity building, and robust welfare program.

In his words,” I shall continue to work towards emplacing comprehensive reforms in Nigeria Police, modernize police operations, through equipping, provision of Modern technology and capacity building, as well as a robust welfare program, to deepen the safety of lives and property and create a peaceful environment for the realization of our individual and collective dream of greatness”.

Dingyadi recalls the doggedness, resilience, passion for service, zero-tolerance against corruption, and commitment to economic growth, and provision of security which elicited widespread acceptance of President Buhari leading to his victory in 2015 and 2019 elections.

He charged participants to affirm the power of honesty, definiteness of purpose, and to be committed in pursuit of big dreams noting that we are in a world of limitless possibilities, where education exposes us to our true potentials and the opportunities in our environment.

The Minister appreciated the Sultan Maccido Institute for bridging the gaps between academics and societal realities through leadership and development mentoring, as the role of pragmatic leadership in nation-building.

He said, “I am deeply elated of the laudable track records of the Sultan Maccido Institute for Peace, Leadership and Development Studies in harnessing the leadership potentials amongst undergraduates and Nigerians in general.

In his contribution,  the Minister of Science and Technology, Dr. Ogbonnaya Onu represented by the Director-General, National Energy Commission, Professor Ini Bala stated that good leadership is the foundation on which good governance is erected and integrity is the oil that lubricate the intricate structures of good leadership.

He added that integrity provide the self-discipline on which the rule of law and orderliness in society are observed and help a leader to utilize the resources of a nation for the common good and not for the service of the few who occupy leadership positions.

The Director, Sultan Maccido Institute for Peace, Leadership, and Development Studies, Professor Mutiu Olasupo thanked the participants and urged them not to terminate, destroy what they have learned in the institute adding that they have a great responsibility to the community and Africa as a nation and every Africans look upon them to get appropriate liberation.
