NCC Takes Action to Resolve N250 Billion USSD Debt Crisis

 

The Nigerian Communications Commission (NCC) is actively working with the Central Bank of Nigeria (CBN) to resolve the ongoing N250 billion debt owed by Nigerian banks to telecommunications operators for Unstructured Supplementary Service Data (USSD) services. As the sector’s regulatory body, the NCC is committed to ensuring a sustainable and balanced resolution that protects consumers, promotes fair practices, and upholds the integrity of mobile financial services.

The Critical Role of USSD in Financial Services
USSD, a mobile communication system used for essential financial services such as money transfers, balance checks, and bill payments, is a vital tool for millions of Nigerians. However, telecom operators have raised concerns about non-payment by banks for these services, leading to an increasing debt burden that has now reached N250 billion.

The debt issue dates back to 2019 when telecom operators proposed a charge of N4.50 per 20 seconds of USSD usage, to be deducted from the fees banks collect from customers. The banks opposed the charges, citing the high cost of the proposal, which they argued would increase service costs by 450%. This disagreement has led to the current financial dispute.

NCC’s Commitment to Resolving the Issue
In light of the growing tension, the NCC has stepped in as a mediator between the telecom operators and the banking sector. Dr. Ikechukwu Adinde, Director of the NCC’s Consumer Affairs Bureau, emphasized the Commission’s dedication to resolving the crisis in a way that balances the interests of all parties involved, especially consumers.

“The NCC’s priority is to ensure the continuity of essential mobile financial services and to protect the interests of consumers who rely on USSD daily for critical financial transactions,” said Dr. Adinde. “We are committed to working with the CBN and other stakeholders to find an equitable solution that resolves this debt issue and ensures the continued provision of these services without disruption.”

Focus on Transparent and Fair Practices
As part of its regulatory role, the NCC is also taking steps to increase transparency in the telecommunications sector. New regulations will soon require telecom operators to clearly communicate their tariff plans, billing rates, and service terms to customers. This move is designed to enhance consumer trust and ensure a more transparent and predictable service environment.

“We recognize that transparency is crucial in fostering a fair and competitive telecommunications industry. Our goal is to provide clear guidelines that ensure fair pricing, protect consumers, and support sustainable business practices across both the telecom and banking sectors,” Dr. Adinde added.

A Balanced Path Forward

The NCC’s actions align with its long-standing commitment to ensuring that the telecommunications industry operates in the best interests of all stakeholders. By facilitating a collaborative approach with the CBN, the NCC aims to resolve the USSD debt dispute while reinforcing its regulatory oversight to prevent future conflicts.

“We are confident that with the support of all parties involved, we will reach a resolution that addresses the current debt crisis and establishes a more structured framework for USSD services moving forward,” Dr. Adinde concluded.

The NCC continues to engage with relevant stakeholders and is optimistic that the ongoing efforts will lead to a fair resolution that preserves the integrity of Nigeria’s mobile financial services ecosystem.

Both leaders emphasized that the ongoing proxy battle in Ukraine under the Biden administration has increased the likelihood of a global conflict. They demanded an immediate cessation of hostilities and called for diplomatic efforts to secure peace.

The statement highlighted the need to reevaluate NATO’s mission, asserting that the alliance’s actions have unnecessarily escalated tensions with nuclear-armed Russia.

“The greatest threats to Western civilization are not external but internal,” Trump declared. “They include the erosion of our borders, the destruction of family values, and the rise of divisive ideologies. It’s time to focus on solving these problems at home.”

A Track Record of Peace and Strength

Trump pointed to his administration’s success in avoiding new wars and maintaining global peace through strength. “I was the only president in generations who didn’t start a war because I rejected the catastrophic advice of Washington’s generals and bureaucrats,” he said. “We achieved peace by projecting strength and putting American interests first.”

He vowed to overhaul the State Department, Pentagon, and national security apparatus to eliminate what he called “America-Last globalists” and to prevent defense contractors and lobbyists from influencing military policy.

Both leaders stressed the urgency of ending the Ukraine conflict to prevent further escalation. “This war is dangerous and escalating by the day,” Trump said. “With the right leadership, the conflict in Ukraine could be resolved within 24 hours. Through Starlink, the satellite internet arm of SpaceX, Musk is spearheading a revolutionary shift with Direct-to-Cell (DTC) technology, which will provide satellite internet connectivity directly to mobile phones. This innovation is expected to eliminate connectivity dead zones and redefine global communication infrastructure.

Announcing the milestone on his social media platform, Musk shared, “Starlink’s Direct-to-Cell (DTC) goes global. Major telcos are teaming up with Starlink to revolutionize connectivity!” He also revealed an impressive list of global telecom partners already onboard, including T-Mobile (U.S.), Rogers (Canada), One NZ (New Zealand), KDDI (Japan), Optus (Australia), and Salt (Switzerland). The announcement promises a future of seamless global coverage, enabling connectivity in areas previously unreachable by traditional cellular networks.

A Leap Toward Seamless Connectivity

Starlink’s Direct-to-Cell technology leverages SpaceX’s advanced satellite network to integrate directly with standard mobile devices. Unlike conventional satellite internet, which often requires specialized equipment, this technology works with regular 4G LTE phones, democratizing access to internet connectivity.

The potential implications are enormous, particularly for rural and underserved areas where traditional telecom infrastructure struggles to reach. By bypassing the need for extensive ground infrastructure, Starlink aims to fill critical gaps in global connectivity, offering unprecedented coverage even in the remotest corners of the world.

Established telecom giants such as AT&T and Verizon initially opposed Starlink’s plans, arguing that the technology could interfere with existing networks. To address these concerns, SpaceX conducted 123 simulations to demonstrate to the Federal Communications Commission (FCC) that these objections were unfounded, ultimately securing the necessary regulatory clearances.

This triumph underscores Starlink’s commitment to innovation and its ability to navigate regulatory hurdles to deliver on its ambitious vision.

Diverse Reactions to the Announcement

The announcement has elicited a wide range of reactions from industry experts, customers, and critics.

Josh Peterson, a tech analyst, highlighted the significance of Starlink’s perseverance in overcoming opposition from entrenched players. “SpaceX’s ability to counter regulatory roadblocks is a testament to their focus on innovation and global connectivity,” he said.

Others framed the development as a triumph for individual freedom and sovereignty. Sagezza Eterna remarked, “This isn’t just about better internet; it’s about freedom from the telecom giants and state surveillance. Starlink’s Direct-to-Cell is a step toward empowering individuals with connectivity beyond government overreach.”

Some, like Michael Turk, argued for even greater independence from traditional telecom providers. “I personally don’t care if cell providers are onboard; I want them bypassed entirely. Starlink should aim for a standalone service and eliminate the need for cell towers altogether,” he said.

Simon Duque echoed concerns about telecom companies’ business practices, saying, “The issue isn’t just coverage. It’s their exploitative customer service and pricing models. I hope Starlink avoids partnerships that compromise its mission.”

A Lifeline for Rural and Remote Areas

For rural communities and remote workers, Starlink’s Direct-to-Cell technology offers a lifeline. Many residents in underserved areas are already reliant on Starlink’s services and are optimistic about the upgrade.

Terry Jeniscj, a user from rural Montana, shared her perspective: “The only service that works here is Starlink. We’ve been using it since 2021, and it’s been a game-changer. Direct-to-cell could take this to the next level, allowing us to stay connected even on the go.”

Similarly, Amity, who resides far from urban centers, noted the practicality of the technology. “This is fantastic for those living far from telecom towers. It only requires an LTE phone, and some providers like Optus are already offering it to business customers. I can’t wait to see it rolled out more widely,” she said.

Paulo, a tech enthusiast, likened the development to the early days of the internet, saying, “This feels like another seismic shift in how humans stay connected. It could revolutionize remote work, emergency services, and more.”

The global adoption of Direct-to-Cell technology has the potential to disrupt traditional telecom models, which rely heavily on ground-based infrastructure. By leveraging satellites, Starlink reduces dependence on cell towers, enabling faster deployment and broader coverage.

However, this innovation also raises questions about the future role of telecom providers. Will they adapt to the new paradigm and collaborate with satellite providers, or will they resist the change in a bid to maintain their market dominance?

In a move to fast-track Nigeria’s industrialization, the National Economic Council (NEC), has urged state governments to patronize technological innovations developed by the National Agency for Science and Engineering Infrastructure (NASENI).

The Vice President Kashim Shettima stated this during the 146th NEC meeting which he chaired at the Presidential Villa, Abuja following a presentation by the Executive Vice Chairman of NASENI, Mr. Khalil Suleiman Halilu, which detailed a strategic roadmap by the Agency for Nigeria’s industrialization.

Mr. Halilu in his presentation titled “NASENI Economic Transformation Through Advancement in Technology Transfer and Adaptation”, detailed the Agency’s focus in critical sectors such as Renewable Energy & Sustainability, Health & Biotechnology,  Agriculture & Food Manufacturing, Sustainable Transportation & Mobility, Digital Technology, Construction & Smart City, Defense & Aerospace.

The Agency sought NEC support to establish manufacturing industries in states, access local natural raw materials, streamline processes related to land and seaport facilitation, sought guidance or partnerships to tap into public sector market, assistance to set up showrooms for NASENI products and favourable policies to promote NASENI activities.

The EVC/CEO of NASENI highlighted the agency’s innovations in energy security, including electric vehicles, NASENI Solar Home Systems for enhanced rural electrification; Smart devices including laptops and tablets tailored for Nigeria’s market; and Solar irrigation pumps and coal-based fertilizers to improve agricultural productivity.

Halilu reiterated the Agency’s commitment to transforming Nigeria into a global innovation powerhouse through technology transfer, product commercialization, adding that the Agency is working with key partners on NASENI Troment (Vaccine factory), NASENI Portland (CNG Centre), NASENI Devfrontier (Solar light & battery), NASENI Renewable Park and NASENI Family Homes (Sustainable homes).

“Our mission is clear: to make NASENI the ‘go-to’ institution for technology transfer in Nigeria,” he stated, adding that the Agency has attracted $3.23 billion in investments, launched the DELT-Her initiative for female engineers, and how the Agency is championing renewable energy projects.

The Council lauded NASENI’s efforts in driving local manufacturing and industrial development and therefore directed the Agency to scale up the establishment of lithium battery factories in resource-rich regions and repair tractors nationwide under the National Asset Restoration Programme.

The NEC meeting further resolved to harness NASENI’s tailored support for manufacturing and public sector partnerships, ensuring Nigeria benefits from infrastructure, policy frameworks, and market access critical for economic diversification.

NASENI remains committed to working with states and the private sector to unlock Nigeria’s potential for industrial innovation and sustainable development.

Shehu, OFR, Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), has emphasized the importance of robust domestic revenue mobilization as a cornerstone for Nigeria’s national development. Dr. Shehu made this assertion during his presentation at the 2024 National Council on Finance and Economic Development (NACOFED) conference held in Bauchi.

Themed “Fostering Economic Growth in Challenging Times: Strategies for Policies and Partnership for Fiscal Sustainability and National Development,” the conference brought together key stakeholders to explore strategies for navigating economic challenges.

Dr. Shehu highlighted the urgent need to diversify Nigeria’s revenue base, citing the nation’s heavy reliance on oil revenue, vulnerability to global price fluctuations, and growing debt burden. He stated, “Boosting domestic revenue provides a predictable foundation for national planning and reduces reliance on external borrowing.”

Key Revenue Sources and Recommendations
Dr. Shehu identified taxation, non-tax revenues, state-owned enterprises, and the non-oil sector as pivotal areas for enhancing domestic revenue. He stressed the importance of improving tax administration efficiency, broadening the tax base, and integrating the informal sector into the economy.
